NATURE OF WORK

A Supervisor, Library and Files is the paraprofessional level of library work in applying basic library science techniques to the management of an agency or institutional library which contains a minimum of 2500 volumes, most are reference material for use by a professional staff.  Employees in this classification work with considerable independence within the framework of established library routines, procedures and involves the use of such technical library skills as purchasing, cataloging, classifying and indexing of books, periodicals, and other printed materials.  Employees in this classification will be required to compile bibliographies for members of the agency staff, guide readers and researchers in the use of reference facilities and perform all clerical duties incident to the library operations.  Employees in this classification may supervise lower-level library workers and clerical staff.

Employees in this classification receive general supervision direction of an agency officer.  Employees may be provided consultative or advisory services by a professional Librarian or the headquarters staff.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Recommends acquisition of materials;

Prepares purchase orders, receives and classifies new volumes and periodicals;

Compiles bibliographies as requested by agency staff members;

Cooperates with other State agencies and institutions regarding inter-library loans;

Assists staff members and students in research projects;

Explains library procedures and policies to interested persons;

Prepares abstracts or new acquisitions for use by staff members;

Issues, receives and shelves books and periodicals to authorized employees and keeps accurate records of the actions;

Takes physical inventory of all books and library materials;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of library procedures;

Knowledge of the Library of Congress classification system;

Knowledge of purchasing, classifying, cataloging and binding books and other library materials;

Knowledge of library clerical functions, bibliographic tools and inter-library loan procedures;

Ability to keep simple library records;

Ability to prepare clear, concise and informative reports;

Ability to organize and direct the work of a small-sized library;

Ability to instruct staff members, employees and students in the use of a library and its resources;

Ability to prepare correspondence in connection with the library.

MINIMUM QUALIFICATIONS

Experience: Four years of experience in performing, or assisting in the performance of, a broad range of librarian duties in a library utilizing established techniques of library science.

Notes:

1. Candidates may substitute the possession of an Associate of Arts degree in library technology from an accredited college or university for required experience.

2. Candidates may substitute the completion of 60 credit hours at an accredited college or university and two years of experience in performing or assisting in the performance of, a broad range of librarian duties in a library utilizing established techniques of library science for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Librarian classifications or Librarian specialty codes in the Librarian field of work on a year-for-year basis for the required experience.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit B- Administrative, Technical and Clerical classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
