NATURE OF WORK

A Police Communications System Technician I performs the intermediate level of quality control compliance work, as a quality control technician, in automated law enforcement and criminal justice system operations.  Employees in this classification conduct daily in house compliance checks of data base activities and monthly record validations of all state agencies accessing the automated law enforcement and criminal justice systems.   Employees in this classification do not supervise other positions but provide technical assistance and direction to agency communications personnel.  

Employees in this classification receive general supervision from the Manager of the Communications Control Center, Police Communications Division or other designated official within State Police headquarters. The nature of the work may require employees to work evening, holiday, and weekend hours.  

Positions in this classification are evaluated using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of a class specification.   

The Police Communications System Technician I and the Police Communications Technician II are differentiated on the basis of supervisory control exercised by the supervisor over these employees.  The Police Communications Technician I performs the duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed.  The Police Communications System Technician II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Reviews agency entries, updates, and transmission activities for accuracy, completeness and system adherence by performing cross-reference checks of system transaction printouts against active data base files in the Maryland Electronic Telecommunications Enforcement Resource System (METERS) and National Crime Information System (NCIC);

Reviews communication message logs against active system data base files to determine the accuracy and completeness of the data base file transaction;

Advises system user agencies of data base file errors and necessary corrective procedures;

Coordinates and monitors monthly agency record validations in the NCIC system;

Responds to inquiries from system user agencies regarding specific NCIC/METERS application techniques;

Prepares and maintains various statistical, activity, and correspondence files and logs;

Performs other related duties.  

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge and application of the operational procedures, policies, regulations, and methods of the Maryland Electronic Telecommunications Enforcement Resource System, National Crime Information Center System, and National Law Enforcement Telecommunications Law Enforcement System;

Knowledge and use of computer terminal system equipment and operating procedures;

Knowledge of criminal justice record information validation procedures;

Ability to communicate directions and advice in a clear, concise format;            

Ability to prepare and maintain logs, records, and reports;

Ability to establish and maintain effective working relationships with personnel both inside and outside the agency.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years experience performing communications services through the Maryland Electronic Telecommunications Enforcement Resource System and National Crime Information Center System.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Operations Specialist classifications or Signal Corps, Cyberspace Support, or Communications specialty codes in the communications field of work on a year-for-year basis for the required experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants are subject to an extensive background investigation prior to appointment.

2. Employees in this classification may be required to work on weekends and holidays.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.  

This classification is assigned to Bargaining Unit B, Administrative, Technical and Clerical classes.  As provided by the State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime, as provided by the State Personnel and Pensions Article, Section 8-305.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance levels in a classification series.  In order to be non-competitively promoted to the next level in a NCP series an employee must: 1) perform the main purpose of the class as defined in the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification; and 3) meet the minimum qualifications of the classification.
