NATURE OF WORK

A Steam Fitter is the full performance level of work assembling, installing, repairing and maintaining high pressure and low pressure steam and hot water systems.  Employees in this classification do not supervise other positions.

Employees in this classification receive general supervision from a Maintenance Supervisor or other higher-level position.  Employees may be subject to call-in on a 24 hour basis.  The work may be performed in extremes of heat and cold, and employees may be exposed to noisy, dirty and uncomfortable conditions.  The work may require the use of protective equipment, such as masks and respirators, when working around asbestos and goggles, gloves and helmets when welding.  The work may be performed in confined spaces at different heights and involve moving objects in excess of 50 pounds.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.   

EXAMPLES OF WORK

Assembles, installs, repairs and maintains heat radiation units, gas and oil-fired boilers, piping, valves, steam traps, temperature regulators, convectors, converters, motors, compressors, strainers, pressure reducers, coils, pumps and related components;

Examines plans, blueprints, drawings, schematics and specifications to determine locations of steam and electric lines and pipes;

Initiates and performs preventive maintenance on steam and hot water systems, such as lubricating parts, cleaning and changing filters, belts, pulleys, motors and bearings;

Cuts, bends, threads, welds, solders and brazes pipes;

Tests pipes for leaks; Installs fittings, gaskets and packing to make valves and pipes water tight;

Calibrates, repairs and replaces pneumatic and electric control devices for energy management of heating and air conditioning equipment;

Makes repairs to steam and hot water systems by removing asbestos and reinstalling fiberglass insulation;

Replaces and drains steam and water lines;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and procedures of steam fitting;

Knowledge of the use of steel, brass and copper piping materials and steam fitting equipment and their relationship to a variety of chemicals;

Knowledge of the safe and proper use, care and maintenance of tools and equipment of the steam fitter trade;

Skill in assembling, installing, repairing and maintaining high pressure and low pressure steam and hot water systems and equipment;

Ability to understand, interpret and work from plans, blueprints, drawings, schematics and specifications;

Ability to comprehend and follow instructions and directions.

MINIMUM QUALIFICATIONS

Education:   Completion of the Sixth grade.

Experience: Four years of experience assembling, installing, repairing and maintaining high pressure and low pressure steam and hot water systems.

Notes:

1. Candidates may substitute additional experience in steam fitting work on a year-for-year basis for the required education.

2. Candidates may substitute graduation from an accredited vocational/technical high school or other vocational/technical school with a concentration in steam fitting for three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in NAMTS Pipefitter or Utilitiesman classifications or Heating, Ventilation, Air Conditioning, and Refrigeration; Machinery Technician; or Utilities Equipment Repairer specialty codes in the maintenance field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in 24 hours a day and may be required to provide the employing agency with a telephone number where they can be reached.

2. Employees in this classification, who are designated as Level I or Level II employees, shall attend and successfully complete the appropriate asbestos safety and health training as required by Executive Order 01.01.1987.22.

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit A, Labor and Trades classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by State Personnel and Pensions Article, Section 8-305.
