An Environmental Program Manager I Water Management is the first managerial level of work that has statewide impact with responsibility for an identifiable environmental programmatic area. The work of the classification includes planning, directing, developing and implementing the activities of assigned environmental programmatic areas. Employees in this classification have program responsibility for Water Management. Employees in this classification manage the program through lower-level Environmental Specialist Supervisors and lower-level scientific or technical supervisors.
Employees in this classification receive managerial supervision from an Environmental Program Manager II or an environmental scientist manager.
Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.
The Environmental Program Manager I is differentiated from the Environmental Specialist IV in that the Environmental Program Manager I has statewide responsibility for an identifiable environmental programmatic area and supervisory responsibility for Environmental Specialist Supervisors while the Environmental Specialist IV has major program responsibility in the field of environmental analysis for a large State agency and has supervisory responsibility for lower-level Environmental Specialists. The Environmental Program Manager I is differentiated from the Environmental Program Manager II in that the Environmental Program Manager II has statewide responsibility for an identifiable environmental programmatic area and supervisory responsibility for Environmental Program Managers I and related lower-level staff.
Directs the activities of the Water Management programmatic area in the enforcement of laws regarding air pollution, water pollution, waste management and other environmental facets of community health;
Supervises the activities of lower-level Environmental Specialist Supervisors and lower-level scientific or technical supervisors;
Assists in the preparation and administration of the budget for the Water Management environmental programmatic area;
Makes recommendations concerning new or revised legislation affecting environmental issues;
Develops and implements policies and procedures regarding environmental compliance and enforcement activities;
Advises staff of local entities and regulated industries, as a representative of the department, regarding environmental issues and methods for resolving environmental problems;
Represents the department before the legislature and in matters involving other State, local and federal agencies;
Attends meetings and conferences in an official capacity for planning and recommending corrective work in environmental aspects of public health;
Acts as a consultant in special field problems for interpreting results of investigations and analyses;
Performs other related duties.
Knowledge of the principles, practices and objectives of public health administration related to the control of environment;
Knowledge of the methods and techniques to be used by the public and industries to meet the requirements of laws and regulations in environmental matters;
Knowledge of the objective, scope and force of laws pertaining to Water Management – water pollution and water quality control;
Ability to plan, organize and direct the work of others;
Ability to integrate the programmatic activities and objectives of the Water Management program into the overall departmental goals;
Ability to develop and administer environmental programs and to evaluate their effectiveness;
Ability to deal effectively with other State, local and federal agencies, legislators, and managers of regulated industries;
Ability to exercise judgment and discretion in interpreting and applying departmental policies;
Ability to clearly and concisely present information and recommendations.
Education: A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.
Experience: Three years of experience supervising a professional staff or as a project supervisor in the Water Management field of work.
1. Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.
2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.
3. Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.
4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.

This is a Skilled Service classification in the State Personnel Management System. All positions in this classification are Skilled Service positions. Some positions in Skilled Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.
This classification is not assigned to a bargaining unit as indicated by the designation of S (supervisor), M (manager), T (agency head), U (Board or Commission member), W (student), X (Used by agency or excluded by executive order), or Z (confidential). As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and therefore, all positions in those agencies are excluded from collective bargaining.
