NATURE OF WORK

A Veterans Service Program Manager is administrative work managing a statewide program for the Maryland Veterans’ Commission.   The employee in this classification is responsible for the overall direction of the Veterans’ Service Program at service centers statewide. The employee in this classification is responsible for the development and implementation of procedures to enhance program operations and the formulation and conduct of a training program for Veterans Service Officers and Program Area Supervisors.  The employee in this classification is responsible for coordinating the budgetary, fiscal and personnel activities for the Veterans’ Commission.  The employee in this classification is responsible for the supervision of Veterans Service Program Appeals Supervisors and Veterans Program Area Supervisors who are responsible for the veterans’ service activities within specific geographical locations.

The employee in this classification receives managerial supervision from the Director, Veterans Commission.  Work effectiveness is evaluated through conferences, review of reports and the control exercised over program operations.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Veterans Service Program Manager is differentiated from the Veterans Service Program Appeals Supervisor in that the Veterans Service Program Manager has supervisory responsibility for Veterans Service Program Appeals Supervisors and Veterans Service Program Area Supervisors while the Veterans Service Program Appeals Supervisor  provides assistance to Veterans Services Officers in developing evidence in their representation of veteran personal appeals before the Veterans Administration or the Board of Veterans Appeals.  The Veterans Service Program Manager is differentiated from the Veterans Service Program Area Supervisor in that the Veteran Service Program Area Supervisor has supervisory responsibility for lower-level Veterans Service Officers. 

EXAMPLES OF WORK

Directs the activities of the Veterans Service Program;

Develops and implements policies and procedures to affect smooth program operation;

Maintains close liaison with the Veterans Administration to exchange information and discuss problems;

Formulates and conducts a training program for Veterans Service Officers and Veterans Program Area Supervisors;

Participates in community activities which provide services or information to veterans;

Supervises the fiscal activities of the Commission, to include participation in the preparation of the annual budget;

Assists the Director in drafting legislation affecting veterans’ service programs;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Directs the activities of the Veterans Service Program;

Develops and implements policies and procedures to affect smooth program operation;

Maintains close liaison with the federal Veterans Administration to exchange information and discuss problems;

Formulates and conducts a training program for Veterans Service Officers and Veterans Program Area Supervisors;

Participates in community activities which provide services or information to veterans;

Supervises the fiscal activities of the Commission, to include participation in the preparation of the annual budget;

Assists the Director in drafting legislation affecting veterans’ service programs;

Performs other related duties.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience rendering advice and service to veterans and their families.

Note: Candidates may substitute the possession of education at an accredited college or university on a year-for-year basis for four years of the required experience.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
