NATURE OF WORK

A Service Work Chief is the supervisory level of custodial work in State buildings.  Employees in this classification supervise a small group of unskilled service workers in the cleaning and care of buildings and adjacent grounds to ensure that these areas are kept in a neat, orderly and sanitary condition.  Employees in this classification issue routine assignments and give specifically detailed instructions.   Employees in this classification are responsible for inspecting the finished work to ensure that it meets established standards.   Employees in this classification perform custodial tasks to the extent permitted by the performance of supervisory duties.  Employees in this classification are responsible for training new employees in dusting, sweeping, dry and wet mopping, scrubbing, waxing, polishing, buffing, spraying, and the care and use of cleaning implements and modern housekeeping appliances.  Employees in this classification have supervisory responsibility for a small group of service workers and may, at times, supervise laborers in moving heavy furniture and other equipment.

Employees in this classification receive general supervision from a designated supervisor of the building.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Organizes and supervises the work of a small group of general service workers performing manual tasks in the cleaning and care of buildings and adjacent grounds;

Inspects completed work for adherence to standards of sanitation and orderliness;

Prepares simple reports and maintains simple records;

Maintains control of cleaning equipment and supplies;

Sweeps, dry and wet mops, scrubs, waxes and polishes all types of floors, stairways and halls, vacuums rugs and cleans carpets;

Dusts and washes walls and woodwork;

Dusts statues and paintings;

Dusts and polishes furniture, shelving and racks;

Cleans and polishes metal and glass fixtures and decorations, including silverware, mirrors and trophies;

Cleans lavatories by scrubbing wash bowls, commodes, bathtubs and showers;

Shines pertinent fixtures;

Refills dispensers of toweling and replaces other lavatory supplies;

Washes windows, cleans venetian blinds and window shades and makes minor repairs to same;

Makes very simple and elemental repairs to buildings and equipment;

Cleans up discarded items inside the building and on the surrounding grounds;

Empties wastepaper baskets and disposes of trash and wastepaper;

Shovels snow, sweeps and cleans walks;

Cuts grass and trims hedges;

Replaces light bulbs, washes and dries globes and shades on electric lights;

Performs errands and delivers supplies;

Answers the telephone as assigned;

Serves as night watch as an incidental assignment;

Sprays disinfectants and fumigates;

May supervise laborers in snow removal;

May repair and hang maps, charts and other illustrations, and care for other equipment and supplies;

May erect and move scenery for plays and training aids used for instructional purposes;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Ability to supervise employees;

Ability to comprehend instructions;

Abillity to prepare simple reports and maintain simple records;

Ability to train employees in janitorial work;

Ability to work effectively with others;

Ability to use and make minor repairs and adjustments to cleaning implements including brooms, dry and wet mops, brushes, dusters, carpet sweepers and housekeeping appliances for cleaning, vacuuming, buffing and waxing;

Ability to differentiate between various cleaning products;

Ability to accept direction and instruction;

Ability to learn the safest and most efficient manner of moving heavy furniture;

Ability to help unload trucks making deliveries of furniture or other household items;

Ability to make simple adjustments to building fixtures and equipment.

MINIMUM QUALIFICATIONS

Education:   Completion of the Sixth grade.

Experience: One year of experience in the cleaning and care of buildings.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

Employees in this classification are eligible to receive overtime compensation.  An employee who works more than the normal workweek is entitled to be compensated for that overtime as provided by the State Personnel and Pensions Article, Section 8-305.
