NATURE OF WORK

A Rental Service Program Supervisor is the supervisory level of work monitoring the operations of State rental housing subsidy programs to ensure compliance with federal and State regulations. Employees in this classification supervise lower-level Rental Service Program Specialists.

Employees in this classification receive general supervision from an administrator in the Department of Housing and Community Development. The work requires traveling to rental housing project sites that are located throughout the State.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Rental Service Program Supervisor is differentiated from the Rental Service Program Specialist II in that the Rental Service Program Supervisor has supervisory responsibility for lower-level Rental Service Program Specialists while the Rental Service Program Specialist II performs the full range of duties and responsibilities under general supervision.

EXAMPLES OF WORK

Plans, coordinates and supervises the work of lower-level Rental Service Program Specialists;

Provides guidance, technical direction and training to lower-level Rental Service Program Specialists;

Reviews the processing of rental housing subsidy vouchers prepared by lower-level Rental Service Program Specialists;

Analyzes and calculates special rent adjustments and submits to the Department of Housing and Urban Development, HUD, for approval or denial;

Processes annual, reactive and special rent and utility allowance adjustments for subsidized rental properties;

Prepares reports on rent and utility allowance adjustments; Evaluates requests for extension of program assistance and approves or denies request based on client need and available resources;

Prepares reports and statistical analysis required of income monitoring procedures;

Assists in the development and implementation of operating procedures and policies;

Assists in preparing responses to proposed legislation which may have an impact on the rental housing subsidy program;

Assists in the preparation of promotional materials for the rental housing subsidy program, such as brochures, fact sheets and press releases;

Investigates complaints and responds to inquiries regarding the rental housing subsidy program;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of rental housing subsidy program regulations and procedures;

Knowledge of federal and State housing programs;

Knowledge of principles and practices of property management;

Knowledge of recordkeeping and accounting practices used in property management;

Skill in performing arithmetic calculations;

Skill in reviewing documentation to determine completeness, accuracy and compliance with regulations;

Ability to prepare and present reports, analyses and recommendations;

Ability to communicate effectively;

Ability to train and supervise lower-level Rental Service Program Specialists;

Ability to establish and maintain effective working relationships with property owners and managers, departmental employees, other governmental agency staff and the general public.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience monitoring the operations of State rental housing subsidy programs to ensure compliance with federal and State regulations.

Note: Candidates may substitute additional experience applying federal Housing regulations to determine client eligibility for subsidized housing on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
