NATURE OF WORK

A Registered Nurse Manager, CI is the managerial level of work in planning and coordinating the provision of nursing care for a nursing division for all shifts at a Court Involved Facility.  Employees in this classification directly supervises Registered Nurse Supervisors, CI and through them indirectly supervises Registered Nurses Charge, CI and subordinate staff.

Employees in the classification receive managerial supervision from an Assistant Director of Nursing, CI or Director of Nursing, CI. Employees may be subject to call-in and overtime based on staffing needs. The work is performed at a Court Involved Facility where care is provided to mentally ill patients who have been judged not criminally responsible for committing felonies, and to those who are difficult to manage in a less secure setting and who have been deemed dangerous to themselves or others. Employees are required to observe infection control precautions in order to prevent contamination and spread of disease. Employees may be required to lift patients or apply physical restraints. The work may require long periods of standing, walking, bending and reaching.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Registered Nurse Manager, CI is differentiated from the Registered Nurse Supervisor, CI in that the Registered Nurse Manager, CI plans and coordinates the provision of nursing care for a division for all shifts and directly supervises the Registered Nurse Supervisors, CI while Registered Nurse Supervisor, CI has responsibility for twenty-four hour supervision of a unit or is a shift supervisor for several wards and has supervisory responsibility for Registered Nurses Charge, CI and Registered Nurses, CI.

EXAMPLES OF WORK

Analyzes the nursing division program and develops and implements needed changes;

Assesses educational needs of nursing staff and works with in-service training personnel to develop, implement and evaluate educational programs;

Supervises Registered Nurse Supervisors, lower-level Registered Nurses and assigned licensed and non-licensed nursing care staff in providing direct nursing care;

Collaborates with the Director of Nursing and the Assistant Director of Nursing in the design, development, implementation and evaluation of philosophy, objectives, standards and policies, regulations, guidelines and nursing practices and interprets them to other administrative personnel and health care agencies;

Represents nursing on facility and statewide committees;

Coordinates recruitment, selection and assignment of the nursing personnel necessary to implement the therapeutic program;

Collaborates with educational and clinical nursing leaders to coordinate nursing programs;

Provides direct nursing care as needed;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles and practices of nursing administration and of quality health care;

Knowledge of the principles, practices and theory of the registered nursing process;

Knowledge of the clinical practice of nursing and interdisciplinary collaboration;

Knowledge of State and federal laws and regulations affecting nursing practice;

Knowledge of personality development theories for evaluating behaviors and reactions of patients;

Skill in analyzing health care delivery in multiple settings by various health professionals;

Ability to develop and prepare comprehensive nursing program reports;

Ability to make decisions and to appropriately delegate responsibility for the implementation of those decisions;

Ability to communicate effectively with patients and their representatives, facility staff and health department personnel as well as other community health, welfare and educational agencies;

Ability to establish effective working relationships with community health, welfare and educational agencies, patients and their families, and the general public.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in Nursing or health-related field from an accredited college or university.

Experience: Four years of experience as a Registered Nurse to include two years in a supervisory, administrative or consultative capacity and two years in a psychiatric setting.

Notes:

1. Candidates may substitute the possession of a Master’s degree in Nursing or a health related field from an accredited college or university and two years of experience as a Registered Nurse in a psychiatric setting for the required education and experience.

2. Candidates may substitute six years of experience as a Registered Nurse to include three years in a supervisory, administrative or teaching capacity in a psychiatric setting for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

3. Employees in this classification may be required to successfully complete and maintain current certification of cardiopulmonary resuscitation training.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in and, therefore, will be required to provide the facility with a phone number at which they can be reached.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
