NATURE OF WORK

Employees perform, on a routine basis, inspections and investigations to aid in securing compliance with the health laws and regulations specifically pertaining to control of the public health aspects of the environment.

As a program expert employees are responsible for planning and developing special Statewide programs. Work is performed under the direction of a Division Chief. The employee normally directs the activities of staff or contractual personnel assigned to projects.

As a Surveillance Officer, the employee has Statewide responsibility for planning assistance and evaluation of local inspection and protection programs and for stimulating and recommending improvement of such programs to meet minimum standards of conformance with State and Federal laws and regulations. The employee is further responsible for uniform interpretation and enforcement of such laws and regulations. Work is performed under the direction of a Program Administrator.

As a Regional Consultant, the employee provides technical assistance in a multiplicity of program specialties, which transcend individual boundaries, by the stimulation of development of local programs to levels of performance required by State regulations. The employee is involved in the review of plans and designs for local health programs, community water or waste treatment plans, and water supply systems. Major work assignments are received from a Program Administrator while administrative supervision is delegated to a Division Chief. Direction and guidance is provided to local professional personnel.

As the Chief of a large section, the employee is responsible for an area of specification involving aspects of environmental health and protection related to enforcement and regulatory aspects of environmental and public health. The employee is responsible for the creative development of programs, techniques, methods, and apparatus. Work is performed under the general direction of a Division Chief. The employee directs and supervises a large professional and paraprofessional staff.

All employees in this classification perform administrative and consultative work with Statewide responsibility for administering specialized environmental health and protection programs. Employees exercise responsibility for planning, promoting, developing, implementing, and evaluating Statewide programs and for coordinating such programs with those of other environmental health divisions. Employees are further responsible for increasing public awareness of environmental health programs and encouraging compliance with relevant laws and regulations. Work effectiveness is determined through conferences, reports, and evaluation of program results.

EXAMPLES OF WORK

Performs administrative and consultative work with Statewide responsibility for administering specialized environmental health and protection programs as a program expert, Surveillance Officer, Regional Consultant or Section Chief; Directs the activities of sanitarians and others engaged in the inspection, investigation, measurement, and sampling work for the enforcement of environmental laws and in measurement of environmental quality and performance; Directs the preparation of technical and managerial reports; Outlines programs of work and makes assignments to subordinate supervisors; Coordinates assigned programs with those of other environmental program divisions, such as Radiation Control, Water Supply, Food Control, Industrial Waste, Sewerage, Water and Air Quality Monitoring, Residential Sanitation, Stationary Source Enforcement, and with other State agencies involved in environmental and public health matters; Collaborates with and advises Health Officers and Directors of local environmental health divisions with regard to measures to meet their problems; Acts as a consultant in special field problems and interprets results of investigations and analyses; Attends meetings and conferences in an official capacity for planning or corrective work in environmental protection or public health areas; Gives lectures to professional, civic or other groups relating to responsibilities and services of the assigned section; Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles, practices, and administration of State, Federal and local laws and requirements in the fields of air pollution measurements and control, water supply, water pollution measurements and control, solid and hazardous waste management, food control, milk control and general sanitation;

Knowledge of the principals, practices and objectives of public health as related to the control of human environment;

Knowledge of the environmental control methods and techniques to be utilized by the public in meeting requirements of laws and regulations;

Ability to evaluate the public’s needs in the fields of Environmental and Public Health protection and to plan programs and projects to meet these needs;

Ability to prepare or direct the preparation of technical and management reports;

Ability to evaluate situations and render decisions;

Ability to interpret reports; Ability to address the public and conduct lectures and talks;

Ability to administer and supervise complex programs;

Ability to express ideas clearly and concisely;

Ability to establish and maintain effective work relationships with health officials, State and community officials, co-workers and the general public.

MINIMUM QUALIFICATIONS

Education:   Determined by the Maryland State Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: Six years of environmental health work experience in the promotion, control, and maintenance of environmental health, two years must have involved direction of an environmental control project and/or supervision of positions performing environmental health work.

Notes: 

1. Candidates may substitute the possession of a Master’s degree in public health or environmental health sciences from an accredited college or university for one year of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists.  A photocopy of current registration must be attached to the application form.

2. Licensure requirements are pursuant to Health Occupations Article, Title 11, Annotated Code of Maryland and COMAR 10.60.01 through 10.60.07.  The Secretary of the Department of Budget and Management cannot accept any substitutions.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
