PROFESSIONAL SERVICE    BARGAINING UNIT: G      NCP

NATURE OF WORK

A Sanitarian II, Registered is the full performance level of field work for the promotion of environmental health, for the protection of the environment and for the enforcement of State and local environmental health laws and regulations for the Department of Health and Mental Hygiene and the Maryland Department of the Environment. Employees perform, on a routine basis, inspections and investigations to aid in securing compliance with the health laws and regulations specifically pertaining to control of the public health aspects of the environment. Employees in this classification do not supervise.

Employees receive general supervision from a higher-level Sanitarian, administrative official or public health officer.

The Sanitarian I, Registered and the Sanitarian II, Registered are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Sanitarian I, Registered performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed while the Sanitarian II, Registered performs the full range of duties under general supervision.

EXAMPLES OF WORK

Inspects, investigates, keeps records and submits reports concerning the environmental public health aspects of the following areas in order to secure and insure compliance with health laws and regulations: The manufacture, preparation, handling, distribution, or sale of food and milk, Water supply and treatment, Wastewater treatment and disposal, Solid waste management and disposal, Vector control, Insect and rodent control, Air quality, Noise control, Product safety, Recreational sanitation, Institutional and residential sanitation;

Prepares and gives testimony in court cases related to or resulting from inspections and investigation; Initiates, prepares and maintains schedules for the evaluation of environmental health programs;

Meets with civic groups and general public for promoting State interests and good will;

Collects and organizes data and develops written reports to provide support to environmental monitoring programs;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the principles of public health;

Knowledge of the objectives, scope and force of laws and regulations of the State pertaining to or relating to public health control of the environment;

Ability to recognize and deal effectively with environmental health problems;

Ability to apply appropriate environmental health laws, rules and regulations to areas of assigned responsibility;

Ability to prepare and present reports;

Ability to testify before administrative hearings and legal proceedings;

Ability to express ideas clearly and concisely;

Ability to establish and maintain harmonious working relationships with State, Federal, and community representatives, property and business owners, co-workers and the general public.

MINIMUM QUALIFICATIONS

Education:   Determined by the Maryland State Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: Two years of environmental health work experience in the promotion, control and maintenance of environmental health.

Notes: 

1. Candidates may substitute the possession of a Master’s degree in public health or environmental health sciences  from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists.  A photocopy of current registration must be attached to the application form.

2. Licensure requirements are pursuant to Health Occupations Article, Title 11, Annotated Code of Maryland and COMAR 10.60.01 through 10.60.07.  The Secretary of the Department of Budget and Management cannot accept any substitutions.

ACKNOWLEDGEMENTS

Class specifications are broad descriptions covering groups of positions used by various State departments and agencies. Position descriptions maintained by the using department or agency specifically address the essential job functions of each position.

This is a Professional Service classification in the State Personnel Management System.  All positions in this classification are Professional Service positions.  Some positions in Professional Service classifications may be designated as Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is assigned to Bargaining Unit G- Engineering, Scientific and Administrative Professionals classes.  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial, and confidential employees are excluded from collective bargaining. Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.

This classification is one level in a Non-Competitive Promotion (NCP) series.  NCP promotions are promotions by which employees may advance in grade and class level from trainee to full performance level in a classification series.  In order to be non-competitively promoted to the next level in a NCP series, an employee must: 1) perform the main purpose of the class, as defined by the Nature of Work section of the class specification; 2) receive the type of supervision defined in the class specification and 3) meet the minimum qualifications of the classification.
