NATURE OF WORK

This is highly responsible work as the Deputy Director and Principal Geologist for the Maryland Geological Survey of the Department of Natural Resources.

The employee in this class is the chief advisor to the Director of the Survey, making recommendations for all aspects (scientific, financial, and administrative) of program planning. This employee assists and makes recommendations on general, fiscal, and scientific matters, on supervision and coordination of agency programs, as well as, general supervision and coordination of agency administrative and personnel procedures.

Under minimal supervision, the employee in this class is responsible for the daily scientific, fiscal, personnel, and administrative matters of the Survey as well as the preparation of the annual budget and preparation of the Long Range Planning document for the Survey. In the absence of the Director, the employee assumes responsibilities for all aspects of agency activities.

Supervision is received from the Director, Maryland Geological Survey. As Deputy Director and Principal Geologist, the incumbent must be a trained professional geologist with managerial and administrative skills in order to execute the duties and responsibilities of the position. Work effectiveness is determined through conferences and evaluation of program results. Supervision is exercised over agency program chiefs.

EXAMPLES OF WORK

Responsible for daily scientific, fiscal, personnel, and administrative matters of the Survey;

Makes recommendations to the Director, Maryland Geological Survey concerning major program direction and agency procedural changes;

Supervises program chiefs and provides direction on the scientific concerns of the agency as necessary;

Determines priorities for publication of maps and reports;

Provides guidance, direction, and supervision to program chiefs on administrative and fiscal matters of the Survey;

Supervises the preparation of the agency budget; Initiates budget amendments;

Represents the agency in meetings of scientific organizations as well as to officials of other state, local, interstate, and federal agencies;

Directs as delegated by the Director, or assists in directing all activities of the Maryland Geological Survey;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Expert knowledge of earth sciences; of the sources of earth science information;

Working knowledge of the principles, practices, and procedures of business and public administration; of governmental budgeting and personnel administration, and of basic supervisory and management practices;

Ability to plan, organize, and direct complex earth science surveys, studies, scientific conferences and public meetings;

Ability to develop and install administrative procedures and to evaluate their efficiency and effectiveness;

Ability to prepare, review, and edit earth science reports;

Ability to exercise initiative, imagination, and sound judgment in making decisions and in dealing with other administrative officials and the general public.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree from an accredited college or university with a major in the field of geology or a related field of earth science.

Experience: Six years of professional experience as a participating geologist or earth scientist. Two years of this experience shall be of a scientific administrative and/or scientific supervisory nature.

Note:

1. Possession of a Doctorate degree from an accredited college or university with a major in the field of geology or a related field of earth science may be substituted for one year of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required experience and education.

SPECIAL REQUIREMENTS

Some positions in this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
