NATURE OF WORK

A Reviewing Appraiser III serve as a technical expert of real estate appraisal work at the supervisory level in the review of appraisals made for the acquisition of property and the disposal of excess real property for the State of Maryland.  Employees in this classification review, affirm or revise property appraisals made by State appraisers, contract appraisers or appraisals furnished by property owners and/or Attorneys.  Employees in this classification assigned to the Maryland Department of General Services function as one of the principal assistants to the Director, Office of Real Estate.  Employees in this classification supervise lower-level Reviewing Appraisers and clerical staff and make determinations and recommendations for just compensation for right-of-way or fair market value of real property to be acquired or excess property to be sold by the State of Maryland.

Employees in this classification receive general direction from the designated administrator.  They participate in the development of policy and procedures for the unit which includes establishing standards for appraisal work and qualifications for outside Appraisers.  Work is evaluated in terms of timeliness, quality and completeness of the work of the unit.

Positions in this classification are evaluated by using the classification job evaluation methodology.  The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

EXAMPLES OF WORK

Acts as assistant to the program administrator;

Supervises a staff of Reviewing Appraisers;

Assigns work and reviews it upon completion;

Advises staff regarding appraisal techniques;

Reviews for adequacy appraisals done by contract fee appraisers or those furnished by property owners;

Performs highly technical appraisals and administrative duties on projects having Statewide implication;

Appears as expert witness at hearings and in court;

Participates in public and professional meetings;

Confers with property owners, their Attorneys, public officials, other appraisal experts to resolve controversial appraisals or in carrying out policies and procedures;

Participates in determination of policies and procedures for the appraisal program;

Participates in the preparation of appraisal standards and procedures for independent fee Appraisers;

Performs other related duties.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge, at the expert level of proficiency, of appraisal practices and techniques;

Knowledge, at the expert level of proficiency, of property values and real estate trends;

Knowledge, at the expert level of proficiency, of land use planning, zoning and subdivision regulations;

Knowledge, at the expert level of proficiency, of contract and real estate law;

Knowledge, at the expert level of proficiency, of eminent domain law with particular reference to compensable or non-compensable items;

Ability to interpret and understand land maps and plats, highways plans and right-of-way maps;

Ability to organize and complete work assignments;

Ability to review property appraisals and determine just compensation for real property to be acquired and fair market value for property to be sold;

Ability to work effectively with staff and fee Appraisers;

Ability to organize material and represent comprehensive, concise reports;

Ability to supervise other Reviewing Appraisers.

MINIMUM QUALIFICATIONS

Experience: Twelve years of experience in the preparation or review of appraisals used as the basis for the acquisition or disposal of real property or in right-of way acquisition (three years of that experience must have been in appraisal review) and including or supplemented by two advanced level courses in real estate appraising offered by a college/university or sponsored by the American Institute of Real Estate Appraisers or the Society of Real Estate Appraisers. One course must have been concentrated in income capitalization, investment analysis or industrial valuation.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree including or supplemented by two advanced level courses in real estate appraising offered by a college/university or sponsored by the American Institute of Real Estate Appraisers or the Society of Real Estate Appraisers (one course must have been concentrated to income capitalization, investment analysis, or industrial valuation) and eight years of experience in the preparation or review of appraisals used as the basis of the acquisition or disposal of real property or in right-of-way acquisition for the required experience.

2. Candidates must present, with the application, information regarding course content and successful completion of the course.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this class may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a driver’s license valid in the State of Maryland.

This is a Skilled Service classification in the State Personnel Management System.  All positions in this classification are Skilled Service positions.  Some positions in Skilled Service classifications may be designated Special Appointment in accordance with the State Personnel and Pensions Article, Section 6-405, Annotated Code of Maryland.

This classification is not assigned to a bargaining unit, as indicated by the designation of S (Supervisor), M (Manager), T (Agency Head), U (Board or Commission Member), W (Student), X (Used by Agency or Excluded by Executive Order), or Z (Confidential).  As provided by State Personnel and Pensions Article, Section 3-102, special appointment, temporary, contractual, supervisory, managerial and confidential employees are excluded from   collective bargaining.  Additionally, certain executive branch agencies are exempt from collective bargaining and all positions in those agencies are excluded from collective bargaining.
