Responsibilities
Under general direction, the Technical Services Supervisor (TSS) plans, assigns, supervises, and reviews the work of technical and engineering staff engaged in drafting, surveying, construction inspection, records management, billing support, and related activities for water, sanitary, and storm utility systems. The position performs supervisory, administrative, technical, and customer service functions in support of departmental operations and the Capital Improvement Plan, requiring both technical and personnel management expertise. The incumbent exercises independent judgment in prioritizing work, coordinating projects, enforcing regulations, and resolving operational and customer issues. The incumbent ensures that plans, construction activities, records, and customer-related services comply with City of Dayton standards, specifications, and applicable federal and state regulations.
Minimum Qualifications
Must meet one of the following requirements:
- Bachelor's Degree in Engineering or related field AND 1 year of experience in designing and/or inspecting capital improvement and construction projects, surveying, approving pay requests, cost estimation, GIS or construction plan review; OR
- Associate's Degree in Engineering or related field AND 3 years of experience in designing and/or inspecting capital improvement and construction projects, surveying, approving pay requests, cost estimating, GIS, or construction plan review; OR
- A Professional Surveyor license.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
License Requirements
Must possess a valid driver's license, at time of appointment, and maintain as a term and condition of continued employment.
General Requirements
This position includes duties both in the field and in the office.
Special Requirements
Incumbents assigned to the survey group are required to possess and maintain a Professional Surveyor license.

Background Check
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen.
