Responsibilities
Performs technical duties necessary to procure the best value for materials, equipment,
services and supplies. Sources the City's procurement needs, prepares purchase orders and bid tabulations
for approval. Reviews and analyzes needs statement and submits recommendations. Incumbent must use
sound analytical principles such as value analysis, lifecycle costing and similar related methods while
evaluating requests and recommendations for bids submitted. Position requires considerable use of effective
professional, interpersonal and communication skills, including competency in written and oral presentations
and an ability to work with representatives of other city departments and outside customers. All assignments
are performed within the authority delegated from the City Charter and applicable legislation and City policies.
Minimum Qualifications
Bachelor's degree in Business, Business Administration, Management Science, Finance, Mathematics, Marketing,
Accounting, Economics, Econometrics, Public Administration or a closely related field (e.g. materials, inventory, or
supply chain management) AND 3 years of experience working in procurement operations, business or
financial management.
OR
Associates degree in Business, Business Administration, Management Science, Finance, Mathematics, Marketing, Accounting, Economics, Econometrics, Public Administration or a closely related field (e.g. materials, inventory, or supply chain management) AND 6 years of procurement
experience with 3 years working in the public sector and a clear demonstration and thorough
understanding of the procurement processes.
Certified Professional Public Buyer Certification/NIGP Pathways Designation at time of application may be
substituted for 3 years of the above required experience.
Master’s degree in Business Administration or Public Administration may be substituted for 2 years of the
above required experience.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
Certifications
Must obtain the Certified Professional Public Buyer (CPPB) certification issued by the Universal Public Purchasing Certification Council (UPPCC) and/or a NIGP Pathways Designation within 6 years of appointment to the position. Once the certification is obtained, maintenance of the certification thereafter is a term and condition of continued employment. Should the certification requirements change based off of NIGP direction, the time starts at that point for the new certification option.
License Requirements
Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.
Medical Examination & Drug and Nicotine Testing
Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
