Responsibilities
The Aviation Business Development and Compliance Manager assists the Airport’s executive leadership team in positioning the Airport for competitive advantage and success. The incumbent seeks out and manages new real estate, aeronautical and non-aeronautical business development opportunities, including but not limited to: terminal concessions, rental car operations, and general aviation services. Develops and implements marketing plans designed to identify and capture new business opportunities that will maximize the utilization and revenue for the Airport. The incumbent forms strategic relationships with internal and external entities to encourage retention and attraction of commercial, industrial and retail development to all areas of the Airport to assist in increasing the viability of Dayton’s Airport economy and in generating employment opportunities. Implements processes for marketing, competing, and awarding business development opportunities within the guidelines of the City and Airport’s procurement procedures, guiding provisions of the Airport’s related use and lease agreements, and local jurisdictions’ laws and regulations. This is a professional, administrative, supervisory, and technical work position providing direction in the areas of aviation lease management, properties management, business development, tenant relations, aviation industry research, program development, contract development, compliance monitoring, marketing, communications, and public relations.
Minimum Qualifications
A Bachelor's degree in Business or Public Administration, Aviation Business Management, Hospitality Management, Marketing, Communications, Public Relations or Administration, Advertising, Real Estate, or a related field.
In addition, the incumbent must also have at least 5 years of progressively responsible professional administrative experience in airport contract or lease management, properties management, strategic business development, marketing, communications, public relations, or other work in the range of described duties.
A Juris Doctorate (J.D.) from an accredited law school in good standing with the Ohio Bar Association is preferred.
License Requirements
Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment.
