Reports to the Director of Management and Budget. The incumbent must have knowledge and skills in the theory of management and budget systems with the ability to administer and provide critical analyses to daily assignments. Incumbent works as an adviser to various departments, must have an understanding of the principles and practices of public finance, municipal accounting, reporting systems and revenue projections. Recommends sound fiscal and practical advice by maintaining current knowledge of budgeting methods, public administration, management principles and practices. Has awareness of policy analysis to secure funding sources and determine revenue and/or expense projections. Incumbent works independently or serves as the lead/team member and assists department directors/managers in identifying and resolving operational and budgetary issues. Prepares complex and technical reports and formulates recommendations generated by research. The incumbent is expected to interact with all levels of government and use tact and discretion at all times and maintain confidentiality.
Bachelor's degree in Business, Finance, or Urban Studies equivalences, AND
6 years of financial or budget experience.
Master's degree in any of the above subjects may be substituted for one year of the above required experience.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
Must have a valid driver's license at time of appointment and maintain as a condition of employment.
