Employment Analyst I

Responsibilities

The purpose of this position is to recruit and screen applicants for employment in classified positions with the City of Dayton and Dayton Public Schools. The incumbent will develop, administer, score and validate the selection processes and should have a working knowledge of test development, test validation and statistical analysis. The recruitment and selection process will be in accordance with the the City of Dayton Charter, labor contracts, Civil Service Rules and Regulations, as well as State of Ohio and Federal laws.

The incumbent will accomplish this purpose through the following activities:

  • Maintain up-to-date job related Civil Service examinations for all competitive job classifications by transforming information gathered from task analysis, job descriptions, interviews and field studies into valid examinations. Examinations may be computerized, written, practical and/or oral assessments.
  • Ensure examinations are non-discriminatory and job-related. Determine the validity and appropriateness of examinations, which will allow the construction of examinations that measure actual knowledge, skills and abilities for applicants to successfully perform the job. 
  • Process position referrals, plus rates, employee displacements, and/or lay-offs.
  • Attend and participate in various job and career fairs. 
  • Communicate effectively as this position involves frequent contact with Directors, other City and County Departments, and representatives of private and public sector organizations.

Minimum Qualifications

Bachelor’s degree in business or finance equivalency or human resources administration, behavioral/social science, education, liberal arts, or a related field AND two (2) years of experience in human resources, employee relations, education, job classification, or employment interviewing;

OR 

Associate’s degree in business or finance equivalency or human resources administration, behavioral/social science, education, liberal arts, or a related field AND five (5) years of experience in human resources, employee relations, education, job classification, or employment interviewing. 

Master’s degree in Business Administration, Public Administration or one of the above listed areas may be substituted for one year of the above required experience. 

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.

License Requirements

Must possess a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.

Background Check

A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.

Medical Examination & Drug and Nicotine Testing

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
