Financial Services Supervisor

Responsibilities

Supervises professional, technical and supervisory staff along with clerical and blue collar employees assigned to a section within the department. Works with considerable independence and makes frequent decisions concerning day-to-day operations using thorough analysis, experience and judgment. As a member of management, the incumbent is expected to effectively communicate on an individual or group basis (oral and written); plan, organize, lead, provide training and control staff operations to accomplish departmental and organizational goals. The incumbent and subordinates supervised must interact with a large and diverse internal and external customer base. The incumbent must possess working knowledge of the City Charter in addition to various ordinances, rules and regulations and specific statutes relating to municipal financial transactions, preparation and approving expenditures, the purchase of goods and services, collection of revenues, payment of liabilities, and tracking and reporting financial transactions for the City of Dayton.




Minimum Qualifications

Bachelor’s Degree in Accounting, Public Administration, Finance, Business Administration, Economics or a closely related field AND 5 years of progressively more responsible professional level work in finance, accounting, collections, customer service or a closely related field, preferably in a governmental agency AND 2 years of supervisory experience or project management experience.

OR 

Master’s Degree in Accounting, Public Administration, Finance, Business Administration, Economics or a closely related field AND 3 years of progressively more responsible professional level work in finance, accounting, collections, customer service, or a closely related field, preferably in a governmental agency AND 2 years of supervisory experience or project management experience. 

CPA may be substituted for 2 years of the above listed experience as long as candidate has one year of supervisory or project management experience. 

Current certification from national governmental agencies like GFOA or AGA may be substituted for one year of the above listed experience as long as candidate has one year of supervisory or project management experience.

Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.

License Requirements

Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.

Special Requirements

Must be bond eligible and maintain eligibility throughout their tenure in this classification.

Background Check 
A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position. 

Medical Examination & Drug and Nicotine Testing 
Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
