Responsibilities
As
Director of Aviation the incumbent
is responsible for the implementation of change and will act as an agent of the
City locally and regionally working with area business leaders, The Chamber of
Commerce, and the Dayton Development Coalition in the economic development,
oversight and management of airport operations.
The incumbent serves on the Board of the Dayton Air
and Trade Show managing fiscal matters and operational planning for the Air
Show; an annual City attraction and highlight.
In Addition, the incumbent will collaborate with area agencies and the
Chamber of Commerce for projecting policy towards future Air Show promotion
both nationally, and internationally; with a focus towards building
international recognition of the Trade Show.
The incumbent works closely with air carriers and
consultants to provide good air service for the Dayton metropolitan area while
maximizing the development of an Airport Master Plan focusing on long range
growth, safety, government regulations and compliance.
As a public representative the incumbent must have
experience with contract negotiations and project management with a familiarity
of federal, and state funding. Strategic planning, and budget administration
with an emphasis on local laws, rules and regulations governing the use of
aviation and air carrier airports.
The incumbent will have proven experience in
personnel operations and supervision to include appraisal performance, discipline,
and improvement. The director will administer annual department merit plans, succession
planning, and act as conciliator of labor-management problems with an ability
to work diplomatically amongst other City leadership and department heads.
The incumbent must be a skilled executive leader and
manager with a proven record of motivating and developing staff. The director
must be an effective communicator with experience articulating complex issues
to elected officials, government leadership and members of the community. A
results oriented leader possessing excellent communication, and presentation
skills with the ability to establish and maintain effective working relationships
with internal and external customers.
Minimum Qualifications
A Bachelor’s Degree in business administration,
airport management, public administration or other related field AND Five (5) to
seven (7) years’ experience at a commercial service airport with progressively
increasing responsibilities. Extensive knowledge of principles and practices of
modern airport management which has been acquired through verifiable work
experience and education.
A Master’s Degree in Public Administration,
Business, Aviation or other related field may be substituted for one (1) year
of management experience.
Accredited Airport Executive (A.A. E.) or
International Airport Professional (I.A.P.) accreditation is highly preferred.
License Requirements
Must possess a valid driver’s license at time of appointment and maintain thereafter as a term and condition of continued employment.
