THE POSITION
The State of ConnecticutDepartment of Mental Health and Addiction Services (DMHAS) is seeking a Medical Records Specialist 2 to join their team. This position is vital for the departments’ daily operations and crucial to CMHC in maintaining its accreditation with the Joint Commission and for compliance with federal HIPAA laws and CMS regulations. This position will be responsible for performing a wide variety of clerical responsibilities including but not limited to, handling phone inquiry, filing/interfiling, creates new charts/additional volumes, gathers charts for all audit functions, and responds to requests and screening of mail parcels for the department.

    DISCOVER THE OPPORTUNITY TO
    • Maintain professional and courteous contacts, in-person & via telephone, with individuals both within and outside CMHC (patients, colleagues, clinicians, medical professionals & service providers);
    • Develop a structure for organizing and prioritizing functions to enhance departmental operations;
    • Provide guidance regarding medical documentation policies and procedures; 
    • Be responsible for opening, sorting, categorizing incoming mail parcels and identifying requests for Release of Information; and 
    • Assist in pulling charts for clinical staff, internal audits, or scheduled visits.

      PURPOSE OF JOB CLASS (NATURE OF WORK)

      In a state medical institution or facility medical records department this class is accountable for performing the most complex tasks associated with maintaining medical records and medical records coding activities.

      EXAMPLES OF DUTIES

      • Performs highly technical duties in establishment, retention and maintenance of a filing system of medical records such as daily admissions and discharges, daily census, case histories, results of diagnostic tests, medical summaries, abstracts and signed releases of information; 
      • Ensures compliance with The Joint Commission (TJC) and Title XIX standards; 
      • Prepares records for clinicians use; 
      • Analyzes medical records and contents for completeness and quality; 
      • Prepares medical and statistical reports (patient diagnostic and demographic information, census log, discharge information, etc.); 
      • May microfilm medical records; 
      • May attend probate court hearings and give testimony; 
      • Performs related duties as required.

      KNOWLEDGE, SKILL AND ABILITY

      • Knowledge of
        • relevant state and federal laws, statutes and regulations; 
        • basic medical terminology and human anatomy; 
        • medical coding principles and techniques with particular emphasis on International Classification of Disease Adopted procedures; 
        • The Joint Commission (TJC) medical records standards; 
        • principles of statistical data tabulation; 
        • office systems and procedures; 
      • Skills
        • interpersonal skills; 
        • oral and written communication skills; 
      • Ability to
        • maintain medical records and prepare reports; 
        • utilize computer software.

      MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

      Five (5) years of experience in the maintenance of medical records and preparation of statistical reports.

      MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

      One (1) year of the General Experience must have been as a Medical Records Specialist 1 or its equivalent.

      PREFERRED QUALIFICATIONS

      • Experience with medical coding principles, including International Classification of Disease adopted procedures, and medical terminology 
      • Experience with The Joint Commission (TJC) medical records standards 
      • Experience with office systems and utilizing computer software, such as Microsoft Excel and Microsoft Word 
      • Experience communicating in person, over the phone, and by email
      • Experience processing legal, public and outside agency requests for records of information
      • Experience using an electronic medical records system 

      SPECIAL REQUIREMENTS

      Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
