The State of Connecticut, State Properties Review Board (SPRB), is accepting applications for an exciting opportunity as an Architectural Design Reviewer 2.   

ABOUT US:
The mission of the State Properties Review Board is to provide oversight of State real estate activities, acquisition of farm development rights, and the hiring of architects, engineers and other construction-related professionals, as proposed by State Executive Branch agencies. In accomplishing this legislative mandate, the Board provides guidance and assistance to State client-agencies to ensure that transactions are done in a prudent, business-like manner, that costs are reasonable, and that proposals are in compliance with State laws, regulations and procedures. 
*The SPRB is housed within the Department of Administrative Services, for administrative purposes only.

THE ROLE
Specific duties for the Architectural Design Reviewer 2 role will include:  
  • Prepares detailed written analysis of proposed contracts and amendments relative to the scope of work for a particular project and in compliance within statutory and regulatory framework of the following: architectural design, engineering design, construction administration
  • Assists with pre-screening proposals from state quasi-public agencies for conformance with statutes and regulations
  • Assists with recommendations to the Board for the approval or rejection of the acquisition or sale of real estate and approval, modification or rejection of temporary and permanent easements, purchase/sale contracts and leases 
  • Assists with critiques of feasibility studies on leasing, development and acquisition of major leaseholds and structures 
  • May have contact with individuals outside of the Board who might impact program activities, including serve as department representative on various regulatory and advisory boards and committees
  • Assists with timely presentation regarding proposals in compliance with statutory standards of all matters within the Board’s mandate 
  • Provides technical and consultative services for various state agencies 
  • Assists with preparation of Board reports, correspondences, and agendas for Board meetings
  • Assists in drafting new policies, regulations, statutes, guidelines and other written materials
  • Performs related duties as required

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the review, preparation and analysis of designs and related contract documents for architectural design projects. This class also assists consultants in the development and finalization of project documents.

EXAMPLES OF DUTIES

  • Reviews complex construction plans, drawings, specifications and change orders for completeness, accuracy and consistency with contract documents, codes and agency or statutory requirements; 
  • Prepares and reviews cost estimates; 
  • Conducts review meetings and prepares summary reports; 
  • Prepares studies for determination of short- or long-range building projects; 
  • Works closely with architectural and engineering consultants in review of submitted specifications; 
  • Resolves design problems; 
  • Performs complex life cycle cost analysis; 
  • Operates computer aided design and drafting (CADD) equipment; 
  • Prepares or reviews designs of structural, mechanical and electrical systems as well as architectural designs; 
  • Provides technical design consultation; 
  • Performs inspections of site and facility conditions of design projects; 
  • Prepares more complex code violation reports; 
  • May lead job meetings; 
  • May act as technical expert on matters pertaining to a professional licensing board or commission; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply principles, practices and methods of architectural design and design aspects of building modification and construction; 
    • building materials and components; 
    • building and fire codes; 
  • Knowledge of
    • structural, mechanical and electrical systems; 
    • computer aided design and drafting (CADD) equipment;

  • Considerable ability to
    • review, interpret and apply contract provisions; 
    • read blueprints; 
    • accurately estimate project costs; 
  • Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in preparing architectural designs, project documents and cost estimates for various types of building design projects including some experience utilizing computer aided design and drafting (CADD) equipment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in architecture may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of five (5) years for a Bachelor's degree program in architecture.
  • A Master's degree in architecture may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Professional Engineering or Architectural Background
  • Experience as a Construction Administration Project Executive or Project Manager
  • Experience in real estate, design, construction, and project management

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
