The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual to join our team as a Health Program Supervisor. This position will direct our Office of Injury and Violence Prevention (OIVP) and will report to the Section Chief. Working collaboratively with the Supervisor of the Injury and Violence Surveillance Unit and the Director of the Office of Community Gun Violence, the individual in this role will oversee grants and supervise staff. WHAT YOU'LL BE DOING:
  • Being responsible for the daily operation of the OIVP, including supervising staff (currently 5 team members), attending meetings, initiating and overseeing contracts and completing reports.
  • Overseeing our Office's current federal grants: Overdose Data to Action Grant, Comprehensive Suicide Prevention Grant, Rape Prevention Education Grant, and the associate duties of the Public Health and Human Services Block Grant. These grants require annual performance reports, yearly work plans and budget narratives.
  • Monitoring activities associated with needs assessments, reviewing evidence-based initiatives, including collaborative implementation across programs, and community assessments that lead to the adoption of program models.
  • Preparing Ad-hoc reports, program budgets, impact statements, and summaries of program successes and highlights. Preparing and monitoring the operating budget pertaining to line items in the state budget. 
  • Advising and monitoring grant writing activities, including new federal grant opportunities and those requiring collaboration with other DPH Sections and/or state agencies.  
  • Collaborating with legal, contracts and grants, fiscal, and program staff to address contractor programmatic or fiscal compliance issues.
  • Consulting the development and use of social marketing materials and campaigns for statewide reach and review messaging and content.
  • Overseeing policy review, consultation, and research; preparing or working with staff to prepare responses to raised bills, testimony, and fiscal notes for proposed legislation. Drafting responses to requests from the State Legislature, Freedom of Information Act, media, and partners. 
  • Representing DPH and delivering presentations at different forums as requested by the Branch Chief or the Commissioners’ Office.

The mission of the Office of Injury and Violence Prevention (the Office) is to promote a safe and healthy Connecticut by reducing factors associated with intentional (e.g., homicide and suicide) and unintentional (e.g., falls and motor vehicle traffic) injury. The Office focuses on priorities set forth in the State Health Improvement Plan by observing and addressing rates of injury in work environments, homes, schools, communities, on the roads, and at play areas. In addition, the Office, following national recommendations for injury and violence prevention, oversees community-based programs (conducted by contractors) that address risk and resiliency factors associated with injury and violence and implements strategies to decrease injury and violence. The Office promotes environmental and policy change initiatives through collaborative relationships with other key stakeholders working to prevent injury and violence.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state health program or project this class is accountable for supervising professional staff in the implementation of one or more specific health programs for which this class retains full accountability.

EXAMPLES OF DUTIES

The specific duties and responsibilities of this generic class vary widely, depending on the nature of the program and the point that it is at in the life cycle of the program. Typical examples of duties include the following: 

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans program work; 
  • Establishes and maintains program procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Plans, organizes, directs and monitors implementation of one or more specific statewide health programs or projects retaining full accountability for program as functional manager of program(s); 
  • Supervises or personally handles public relations; 
  • Estimates costs of a program; 
  • Develops a budget; 
  • Controls and reviews expenditures; 
  • Oversees and negotiates contracts and grants with subcontractors; 
  • Negotiates and accountable for actively pursuing continuity of funding received by program; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • purposes, plans, objectives and programs of public health agencies including changing pattern of preventive medicine and environmental health; 
    • relationships between risk factors and incidence of health problems; 
    • changing aspects of social-medical philosophies; 
    • state and community organizations and programs involved in field of public health; 
  • Knowledge of research and design methodologies; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to analyze, evaluate and interpret data; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in a health organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the advanced working level in health care program administration, a health systems agency or other health care organization in at least one of the following areas:

  • grant writing or monitoring;
  • formal program planning, development, management or evaluation;
  • program consultation.

NOTE: 

  • For state employees this experience is interpreted at the level of a Health Program Associate.
  • A health care organization is defined as a large multi-dimensional agency with responsibility for developing health programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in health education, hospital administration, public administration or public health may be substituted for one (1) additional year of the General Experience.
  • For state employees one (1) year as a Health Program Associate may substitute for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience developing and implementing initiatives that respond to federal and state public health approaches, priorities and policies. 
  • Experience procuring and managing state and federal grants, including oversight of programmatic, fiscal and compliance aspects.
  • Experience establishing, convening and leading community and statewide meetings, including multi-faceted partners.
  • Experience providing presentations through public speaking to audiences including media, legislature, stakeholders, and other public forums.
  • Experience supervising professional staff responsible for major projects.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
