The State of Connecticut, Office of Health Strategy (OHS) is seeking a qualified individual to serve on our team as a Lead Consumer Information Representative within our Director's Office. Serving as part of our newly established communications team to manage our Agency's website and social media strategy, this role will support our mission of promoting equal access to healthcare, controlling costs and ensuring better health for the people of Connecticut. POSITION HIGHLIGHTS:

WHAT YOU'LL BE DOING:
  • Coordinating the flow of information to ensure external agency communications such as announcements, surveys, webinars, and other outreach materials and activities are in alignment with overall agency goals and OHS’ mission.
  • Developing, managing and coordinating website content and strategies for digital and social media for the Office of Health Strategy, and ensuring information across units and pages is relevant and current, refreshing pages periodically based on current agency initiatives and communication analytics.
  • Participating in regularly assessing opportunities for improvement across agency communications and develop recommendations.
  • Planning, coordinating, and facilitating public meetings agency wide.
  • Managing special projects, including setting goals and timelines, evaluating resources, developing project plans, designating tasks, monitoring progress, and presenting updates.

Selection Plan

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for acting as a working supervisor for Consumer Information Representatives engaged in investigating, mediating or researching consumer complaints or inquiries.

EXAMPLES OF DUTIES

  • Assists in coordinating consumer information workflow; 
  • Assists in determining priorities;
  • Provides staff training and assistance on website; 
  • Assists in conducting performance evaluations; 
  • Acts as website liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Researches and compiles statistics for presentation at regulation-making hearings;

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of functions of regulating agencies and other sources of consumer assistance; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to interpret and apply laws and regulations relating to consumer complaints or inquiries; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in a technical contact capacity in a governmental regulatory agency or public utilities company.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the investigation of complaints or response to technical inquiries at the level of Consumer Information Representative.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience with a full range of communication strategies including digital and social media and using communication analytics.
  • Experience in website coordination and content management.
  • Experience managing projects including planning, coordinating the work of others, and meeting deadlines.
  • Experience with stakeholder engagement, outreach, and coordination.
