Introduction


The State of Connecticut, Department of Energy and Environmental Protection (DEEP), is hiring an Environmental Analyst 1 for their Industrial Wastewater NPDES Permitting Program in the Water Permitting and Enforcement Division (WPED). The WPED’s Industrial NPDES Permitting Program is in DEEP’s Bureau of Materials Management Compliance Assurance (MMCA).

Position Highlights
  • This hybrid position is full-time on first shift, 35 hours per week, Monday through Friday from 8:00 AM until 4:30 PM (flexible).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.

EXAMPLES OF DUTIES

Wastewater generated from industrial activities can contain harmful pollutants. If left untreated, these pollutants can cause serious harm to human health and the environment when allowed to enter surface waters. The Industrial NPDES Permitting Program protects the State’s surface waters by implementing the National Pollutant Discharge Elimination System (NPDES) through permitting and providing regulatory oversite of industrial wastewater discharges. The Program is integral to DEEP’s mission of conserving, improving, and protecting CT’s natural resources and the environment.  

The Program is seeking an Environmental Analyst 1 to join its permitting team.  The successful candidate will:
  • Review applications seeking permit authorization to discharge industrial wastewater to surface waters; 
  • Develop permit conditions and limitations to protect surface waters;  
  • Model wastewater and surface water quality data to evaluate water quality impacts; 
  • Perform field work at industrial facilities to review wastewater management and monitoring practices;
  • Evaluate industrial wastewater treatment facility operation, maintenance, and designs; 
  • Evaluate regulatory compliance of permitted industrial facilities and collaborate on DEEP’s response to non-compliance; 
  • Represent DEEP at public hearings, meetings and in court proceedings; and
  • Perform other tasks as necessary to meet DEEP's regulatory and statutory responsibilities related to wastewater discharge compliance.  
This position will offer opportunities to work with a range of industrial sectors; work on projects involving emerging contaminants, such as per- and polyfluoroalkyl substances (PFAS); and work with an engaged team to improve business processes and data driven environmental decision making.    

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
  • For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience.
  • Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

NOTE: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS

  • Experience evaluating and interpreting water quality data.    
  • Experience with environmental monitoring, sample collection, analysis, and quality assurance and quality control.  
  • Experience with municipal or industrial wastewater treatment engineering, design, operation, or maintenance.
  • Experience interpreting, applying, or complying with environmental regulations at an industrial facility or municipal facility. 
  • Experience independently managing two or more projects involving environmental permits, internal and external stakeholders, and shifting priorities to meet project deadlines.  
  • Experience with developing and implementing business process improvements to increase business productivity.  
  • Experience independently communicating, verbally and in writing, environmental results and findings to internal or external stakeholder groups, such as the general public, businesses, environmental professionals, or government officials. 
  • Experience working on a team and collaborating with teammates to perform environmental, engineering, or business process improvement projects to increase business productivity. 
  • Experience using software or computer applications, such as Microsoft Excel, R, Word, Teams, and Outlook, to manage project workflows and review, analyze, or model environmental data. 

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
