Introduction

The State of Connecticut, Department of Consumer Protection is internally sourcing for a State Program Manager to join the legal division as a Case Flow Administrator.

POSITION HIGHLIGHTS

  • Permanent, full time position, 40 hours per week
  • Monday through Friday
  • First shift hours, however flexible work schedules may be available
  • Centrally located at 450 Columbus Blvd in Hartford, CT with easy access to all major highways and free on-site parking
  • Flexible telework available, in accordance with the Telework Policy

ABOUT THE ROLE

This State Program Manager position will help the Department ensure best practices related to enforcement and investigation. This manager will identify procedures and oversee implementation of process improvements to maximize the benefit of our work for consumers.

Responsibilities for this role include, but are not limited to, the following duties:

  • Manage case flow coordination;
  • Research national best practices;
  • Evaluate process improvements;
  • Identify and implement technology to streamline operations;
  • Facilitate enforcement actions; and
  • Perform all other assigned duties and responsibilities.

Selection Plan

In order to be considered for this job opening, you must be a current State of Connecticut employee of the Department of Consumer Protection, who has permanent state status*, and meet the Minimum Qualifications by the closing date of this job opening. For employees in the classified service, permanent status is obtained after successful completion of a working test period. For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.

Directs staff as assigned.

  • Directs staff and/or operations of an agency program and/or project or division; 
  • Coordinates, plans and manages program and/or project activities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the specific area of assignment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.    

PREFERRED QUALIFICATIONS

1. Experience managing case flow coordination for investigators and attorneys
2. Experience negotiating settlements related to industry non-compliance
3. Experience drafting and editing regulations
4. Experience with e-License process improvements.
