The State of Connecticut, Department of Emergency Services & Public Protection (DESPP) is recruiting for a Field Program Consultant to join our Police Officers Standards and Training Council (POSTC) at the Connecticut Police Academy in Meriden, Connecticut.

This position is full time on first shift, 40 hours per week, Monday through Friday with flexible working hours, depending on projects and events. Compensatory time may be available in accordance with HR rules for this job class.

POSITION HIGHLIGHTS
Candidates hired for this position may be assigned to one of the following divisions within our agency:  Certification, Accreditation or Field Service Division. Candidates applying for this role will become part of a team that is committed to developing best practices for all of CT Law Enforcement Officers; utilizing our resources, talents, leadership abilities and experiences. Field Program Consultants have the distinguished honor to serve our Law Enforcement Units and Law Enforcement Officers by:
  • Coordinating in-service classes, researching new laws and best practices, preparing and submitting training requests for proposal;
  • Coordinating Instructor development and supervisor programs to teach leadership skills beyond the classroom setting;
  • Managing the Instructor certification process to include regulation compliance, field audits and curriculum development;
  • Developing, charting and navigating a program or course to lead Law Enforcement Units through the Accreditation process ensuring best practices and compliance with new accreditation laws;
  • Ensuring police officer, instructor and training schools follow regulations and Connecticut General Statutes;
  • Investigating police revocation requests submitted by the CEO of Law Enforcement Units, conducting compliance hearings in compliance with the revocation/decertification process with recommendations to the Academy Administrator;
  • Coordinating and assisting with the Accreditation training and assessor teams, to include POSTC CALEA and CONN- PAC;
  • Ensuring POSTC regulation and statutory compliance for in-service and Satellite Academies;
  • Researching, developing and updating policies and programs that open communication between law enforcement, communities, stakeholders;
  • Interacting and working with many members of government agencies, public and private sectors to include but not limited to attorneys, town officials, members of academia, community advocates and all members of law enforcement.

The Police Officer Standards and Training Council is committed to providing innovative, credible and responsive high quality basic, advanced and specialized training to Connecticut police officers, adopting and enforcing professional standards for certification and decertification of Connecticut’s police officers, and is charged with developing, adopting and revising a comprehensive standards program for local law enforcement units.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Police Officer Standards and Training Council this class is accountable for managing the implementation of training or accreditation programs and providing assistance to municipal police departments in establishing and maintaining training or accreditation programs and facilities which conform to professional standards.

EXAMPLES OF DUTIES

  • Assists in administration of training or accreditation programs for municipal police departments to ensure conformance with Training Council standards;
  • Coordinates, plans and manages activities in area of police training or accreditation and professional standards;
  • Audits and evaluates programs, facilities and equipment utilized by municipal departments for effectiveness and conformance with Training Council or accreditation standards;
  • Coordinates contracted recruit instructors or accreditation assessors;
  • Develops, prepares and presents training or accreditation informational programs;
  • Consults with police chiefs, training or accreditation officers and other department officials and recommends courses, programs, equipment or facilities designed to meet specific training or accreditation needs; 
  • Conducts examinations of training staff and program graduates or assessments of police agencies;
  • Recommends Training Council approval and certification of programs, instructors or police agencies meeting standards or revocation of approval where standards not maintained;
  • Maintains perpetual inventory and registries of all personnel trained, local and regional training facilities, equipment and other training resources; 
  • Maintains state accreditation standards and conducts annual review of standards; 
  • Acts as liaison with municipal police department educational organizations, accreditation managers or other agencies;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and practices of police training programs, educational methods, facilities, training aids and techniques and police accreditation programs;
    • law enforcement practices and procedures;
  • Knowledge of management principles and practices;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in criminal justice and law enforcement.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in training at the level of Training Officer or in the area of police agency accreditation as an assessor or accreditation manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in criminal justice, education or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience managing competing priorities while meeting deadlines;
  • Experience creating, developing, or researching policy recommendations;
  • Experience communicating laws and regulations in writing and verbally to internal and external stakeholders; 
  • Experience developing reports with defined goals and objectives;
  • Experience using Microsoft Word and Microsoft Excel.
