Introduction



The State of Connecticut, Public Utilities Regulatory Authority (PURA) is seeking to hire a Seasonal Resource Assistant. The selected candidate will support the work performed by the Utility Performance and Analysis (UPA) Unit within PURA's Office Technical and Regulatory Analysis. The tasks assigned to the selected candidate will depend on their background, skills, and expertise but, they will also have the opportunity to gain experience across topics.

Schedule is up to 40 hours per week, up 1,040 hours or 12 months maximum in duration.

  • Supporting permanent technical staff in the evaluation of Connecticut's public utilities' performance across key metrics;
  • Helping to prepare for procedural events, developing econometric models, or conducting and special discrete studies.

PURA is statutorily charged with regulating the rates and services of Connecticut's investor owned electric, natural gas, water and telecommunication companies and is the franchising authority for the state's cable television companies. Ensuring affordable and reliable service from these sectors is critical to maintaining public health and safety and a thriving economy in the state of Connecticut.

UPA
UPA is focused on innovative approaches to modernizing utility regulation, improving public utility performance, and realizing Connecticut’s public policy goals. UPA is responsible for multi-disciplinary and forward-looking efforts, such as, PURA’s Performance-Based Regulation initiative, the Innovative Energy Solutions program, and electric utility integrated distribution system planning. UPA will also be responsible for conducting discrete, quantitative analysis and studies as required by the Connecticut General Assembly and as requested by PURA management.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, as a limited duration employee, performs one or more of a variety of tasks and assigned duties of a seasonal nature.

PREFERRED QUALIFICATIONS

  • Experience or education in economics, econometrics, finance, or public policy;
  • Experience preparing written reports or white papers explaining complex subjects for non-technical audiences.

SPECIAL REQUIREMENTS

  • Incumbents in this class who are assigned as supervisors of small recreational units will perform emergency first aid as needed and will be required to obtain and retain a Basic First Aid Certificate. 
  • Incumbents in this class may be required for certain positions to meet any of the following:
    • Proof of possession of a valid Motor Vehicle Operator license. 
    • Possession of a valid license to apply pesticides. 
    • College training in a specific field. 
    • Emergency Medical Technician (EMT) certification may be required by specific State facilities. 
  • Incumbents performing lifeguard services must have and retain an American Red Cross (ARC) Lifeguarding Certification (includes CPR for the Professional Rescuer and Basic First Aid). An EMT or MRT certification may be substituted for the CPR and First Aid requirements.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must possess and maintain adequate physical strength and stamina to perform the duties of the class.
  • Incumbents performing lifeguard services must be able to demonstrate American Red Cross (ARC) waterfront lifeguarding swimming skills.
