ABOUT THE ROLES

As a Transportation Principal Property Agent in the Division of Rights of Way, you will be responsible for Property Agents and clerical staff in an assigned section of the Division and will oversee several of the Division’s responsibilities.

Responsibilities of the Division of Rights of Way include:

  • Managing and coordinating real property acquisition for transportation projects
  • Handling the leasing and sale of State land for the Bureau of Engineering and Construction
  • Preparing and reviewing appraisal reports to estimate the fair market value of property to be acquired for transportation projects and for the sale and lease of state land
  • Preparing Right of Way cost estimates
  • Managing the leasing and release of DOT property
  • Coordinating transfer of land with other State agencies
  • Managing the acquisition of property for federal and state funded construction projects
  • Acting as liaison with other Departmental units
  • Coordinating property acquisition by municipalities and consultants on municipal road and bridge projects
  • Overseeing searches of title of properties required for transportation projects, including abstracts of title and plots maps
  • Managing the preparation of conveyance documents for land acquisitions and releases
  • Overseeing the condemnation process for the acquisition of properties
  • Negotiating the purchase of real property and lesser interests
  • Preparing Estimates of Compensation
  • Providing relocation advisory services and determines the eligibility of displaced persons, businesses, farms and non-profit organizations
  • Preparing relocation/acquisition plans and occupancy surveys
  • Commuting relocation payments as part of the Department’s Capital Improvement and Maintenance initiative
  • Providing liaison services for litigation matters involving the Office of the Attorney General
  • Overseeing the Department’s outdoor advertising control and permitting program
  • Providing short term management oversight of acquired assets prior to demolition activities

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Division of Rights of Way, this class is accountable for coordinating the operation of a Rights of Way section.

EXAMPLES OF DUTIES

Supervises the staff and operations of a Rights of Way section; coordinates and plans section activities; assists in formulating program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in the preparation of the section budget; maintains contacts with individuals both within and outside of the section who might impact on program activities; oversees the negotiations necessary for the purchase of land, buildings, easement rights and other improvements; interviews and negotiates with property owners and attorneys to settle cases; supervises preparation of data and consults with the Attorney General's Office on matters dealing with condemnation, appeal deposit payments and resolution of legal questions; oversees negotiations with Federal Highway Administration and public utility companies on cost participation and relocations; reviews and interprets local zoning maps and regulations; consults with relocation agencies and attorneys concerning families and businesses displaced by the construction of transportation facilities; reviews examination of titles on all properties and rights required by the State, preparation of instruments of conveyance and condemnation and real estate closings for conformance with State or Federal standards; supervises deposit of funds and adjustment of local taxes and interest; supervises preparation of maps of highway abandonment and proper notification to municipal officials; confers with officials and property owners on disputed title and boundary matters; supervises appraisers and reviews/analyzes appraisal reports; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant State and Federal laws, statutes and regulations; knowledge of the methods and practices of land acquisition by purchase or condemnation; knowledge of title examining and recording; knowledge of real estate appraisal; knowledge of Federal regulations pertaining to relocation of families or businesses displaced by the construction of transportation facilities; knowledge of State laws pertaining to eminent domain and other Connecticut laws pertaining to land acquisition; some knowledge of highway and airport construction; considerable interpersonal skills; considerable oral and written communications skills; supervisory ability. 

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in real property control and management with involvement in acquisition and disposal and either appraisal or assessment.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of supervisory experience in appraisal, acquisition, or sale of real property, title examining and conveyance, or in large scale property management.

Note: For state employees, supervisory experience will be interpreted at or above the level of Supervising Property Agent.

PREFERRED QUALIFICATIONS

  • Experience in Eminent Domain Acquisitions and Relocations
  • Experience with the Federal Uniform Act 
  • Experience in reading and interpreting roadway and bridge design plans
  • Experience with reading and interpreting state and federal statutes, regulations and guidance.
  • Experience with reviewing and understanding real estate appraisal
  • Experience with federal and state funding for transportation projects
  • Experience coordinating effectively with other Department units, consultants, towns, state, and federal agencies  
  • Experience analyzing problems and recommending effective solutions
  • Experience working independently, being self-motivated and taking ownership of assignments  
  • Experience presenting complex information to diverse populations including officials, peers, members of the public and small and large groups using oral and written communication skills 
  • Experience preparing and reviewing complex technical reports and documents
  • Experience leading people and managing tasks
  • Experience supervising, assigning work, mentoring, training and developing improved performance of lower level staff
  • Experience with Microsoft Office 365Word; SharePoint; and the IRMS
