These positions are full time on first shift, 36.25 hours per week, Monday through Friday, from 7:45 AM until 3:00 PM.

Selected candidates will be required to attend a paid 14-week hazardous duty training at the Maloney Center for Training & Staff Development located in Cheshire, Connecticut.

POSITION HIGHLIGHTS
Correctional Supervisor 1s in General Industries at Osborn work in 2 main areas: the Textile (Clothing) Factory and the Print Shop.  

In the Textile (Clothing) Factory you will:
  • Supervise the use of commercial machines such as Juki, Singer, Gerber plotter, Gerber digitizer.  
In the Print Shop, you will:
  • Supervise the operation of offset presses, a Canon commercial printer, a silk-screening machine, an 8 head, 4 head, and single head embroidery machine, a laser cutter, commercial washers, dryers, pressers, and the operation of a forklift truck.
Additional duties of this position include, but are not limited to:
  • Supervising and instructing inmates in proper methods and techniques of manufacturing process/service, proper use of tools/materials, necessary safety rules/procedures/maintenance, and cleaning/repairing of equipment;
  • Assigning work to inmates;
  • Maintaining cost, production inventory, and time records;
  • Maintaining discipline and enforces security measures within assigned areas; and
  • Related duties as required.

OSBORN CORRECTIONAL INSTITUTION
The Osborn Correctional Institution recognizes its stewardship responsibilities to the citizens of Connecticut, as well as to the residents of Somers and Enfield. The facility is a medium security institution that houses one of the largest inmate populations of the correctional facilities in the state.

The facility operates under the Unit Management System.  Under this model an assigned Unit Manager directs all the functions of their assigned units. There are 17 inmate-housing units each with its own specific institutional function. The Unit Management System enhances safety and security by limiting inmate mass movement and providing for controlled movement during the daily institutional routines.

The facility supports an inpatient medical hospital, a mental health unit, a comprehensive education program, an inpatient Addiction Services unit and one of the largest Correctional Industries Program in the state.

The Enterprise Program currently employees more than 86 inmates who manufacture inmate clothing, mattresses and run a full-service print shop.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Department of Correction facility or district this class is accountable for acting as a working supervisor and providing instruction for a group of inmates engaged in the manufacture, production or processing of products or services in the occupation indicated by the parenthetical title of the class.

EXAMPLES OF DUTIES

  • Supervises and instructs inmates in proper methods and techniques of manufacturing process or service, proper use of tools and materials, necessary safety rules and procedures and maintenance, cleaning and repair of equipment; 
  • Plans and routes work to be performed, assigning inmates to specific tasks; 
  • Estimates needs and requisitions supplies, materials and equipment necessary; 
  • Supervises maintenance and/or repair of equipment or arranges for outside service and material; 
  • Maintains cost, production inventory and time records and makes necessary reports on operations; 
  • Maintains discipline and enforces security measures within assigned areas; 
  • Maintains appropriate security procedures for tools, equipment, chemicals, etc.; 
  • Reviews and evaluates performance of assigned inmates; 
  • Submits reports relative to inmate disciplinary actions, recommendations for "good time", furloughs, reassignments, etc.; 
  • May physically restrain inmates, quell disturbances and otherwise assist custodial forces in emergencies; 
  • May be required to operate a motor vehicle; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of methods, materials and equipment involved in occupational area; 
  • Knowledge of methods and techniques of production planning and control; 
  • Considerable

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in a manufacturing environment involved in the areas of production, production planning and/or quality control which must have included some responsibility for the production output of other workers.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

PREFERRED QUALIFICATIONS

  • Supervisory experience within a manufacturing environment;
  • Experience training, instructing, coaching, and monitoring the production output of a diverse group of people;
  • Experience in problem solving and building positive and productive working relationships both up and down the chain of command;
  • Experience and proficiency in Microsoft Office products, specifically Excel for creating and modifying spreadsheets, and Word for preparing correspondence.

SPECIAL REQUIREMENTS

  • Incumbents in this class must have reached their 18th birthday.
  • Incumbents in this class are required to possess a high school diploma or General Educational Development (GED) certification at the time of appointment.
  • Incumbents in this class may be required to successfully complete a formal training course in correctional work to develop the knowledge, skills and abilities to successfully perform the duties of the class.
  • Incumbents in this class may be required to possess and retain either a valid Motor Vehicle Operator’s License, a Commercial Driver’s License or both.
  • Incumbents may be required to travel.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have general good health, be free from any disease or injury which would impair health or usefulness and possess and retain sufficient physical strength, stamina, agility, endurance and visual and auditory acuity required to perform all the duties of the class.
  • A comprehensive medical examination, including a controlled substance screening, will be required of all applicants upon a conditional offer of employment.

WORKING CONDITIONS

Incumbents in this class may be exposed to danger of injury or assault by inmates who have access to tools of the trade as weapons and the following discomforts depending upon their industry: loud machine noises, chemical fumes, working in tiring positions, working with dangerous (high speed and/or high temperature, etc.) machinery.
