THE ROLE

The Data Management & Integration Unit within Enterprise GIS is focused on GIS application development for data collection, visualization, and analysis. This unit works primarily with Department wide units to define workflows, develop schemas, test and build front end web-based editing applications and field collection apps using Esri tools, as well as produce analysis or visualization outputs based on business requests.
 
This entry level position will be responsible for tasks required to fulfill objectives of the unit, including but not limited to: mobile field data collection application development, web application data editing development, data validation rule development in editing processes, web service publication, and ArcSDE maintenance & management scheduling.
 
The Enterprise GIS Unit is the Department’s lead unit tasked with developing data management & analytical tools and providing visualization services for the rest of the Department. Written and verbal communication skills are required as this position requires coordinating across diverse teams of engineers, planners, and financial administrators (among others), both internal to the Department as well as our external partners.

APPOINTMENT

The length of the development program is determined by the experience and training requirements of the designated class and the prior experience of the incumbent. At the completion of the development program incumbents must meet the experience and training requirements of the designated class. The program cannot be less than one (1) year and cannot exceed three (3) calendar years in accordance with C.G.S. 5-234.

Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service.

All appointments to this class shall be under terms of a development program and in accordance with a time schedule approved by the Commissioner of Administrative Services. All development programs must be approved by the Department of Administrative Services prior to appointment to this class.

Eligibility for promotion to the target classification of Transportation Planner 1 is earned upon successful completion of your training program:

  • Candidates with a bachelor’s degree may be eligible to serve a 2-year development program.
  • Candidates with a master’s degree in civil engineering, transportation, urban, regional or environmental planning may be eligible to serve a 1-year development program.
  • Candidates with three (3) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning may be eligible to serve a 3-year development program.

 First year of training: Bachelor's degree and/or qualifying experience: FS 15 Step 1 ($53,978/year)   Master's degree: FS 15 Step 2 ($55,921/year)
 Second year of training:  General rate: FS 15 Step 5 ($61,761/year)  

The salary for an employee who completes any of the above minimum requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the master’s degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned.

For current state employees, compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class manual.

  • This position would report to a Transportation Supervising Planner or employee of a higher level.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

  • Conducts data analysis and studies relative to all transportation modes for the movement of people and goods;
  • Conducts and directs surveys related to studies, land use, and transportation needs;
  • Develops, coordinates and evaluates transportation programs;
  • Collects, analyzes and updates data related to impacts of transportation facilities, projects and programs and makes recommendations based on this analysis;
  • Performs trend and analyses of transportation related data;
  • Prepares statistical and written reports;
  • Reviews studies, surveys and technical documents for conformance with department standards, needs and state and federal laws and regulations;
  • Provides planning assistance and coordinates activities and projects with local, regional, state, and federal agencies, private consultants and stakeholders;
  • Investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects;
  • Reviews proposed legislation and distributes information;
  • May perform data analysis work;
  • Performs related duties as required.
The duties of this position also include but are not limited to:

  • Develop and support data editing workflows using a variety of Esri and other geospatial data management tools
  • Document business requirements of processes and management practices and provide user documentation upon delivery of final product
  • Assist in identification and documentation of best practices, training peer and GIS and Bureau SME teams in the use of analytical tools and techniques while staying current with relevant innovations and trends in data science
  • Working with data stakeholders in the TED enterprise ecosystem to leverage data availability to support visualization, management, and analysis tools (Power BI, Insights, Tableau, FME) to advance business intelligence and timely knowledge flow for staff and senior management teams
  • Capture and connect data through the Department’s Office 365 environment utilizing PowerAutomate, SharePoint, Lists, Excel, and other evolving Microsoft or custom solutions
  • In concert with the DOT business analysis team, identify data gaps in work flows and work to develop integrated technology solutions
  • Participate in change management and Data Governance teams in reviewing the readiness of data sets for migration to the TED Data Mart
  • Work with the Enterprise GIS unit and data stakeholders to assure the validity and completeness of data models and their effective use
  • Research, analyze, and have a broad understanding of CTDOT Transportation operations and the challenges and policy concerns that face the agency
  • Manage and organize work tasks utilizing the Microsoft Suite such as SharePoint, Planner, Lists, OneDrive, and others

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS

  • A bachelor’s or master’s degree in Mathematics, Statistics, Physics, Management Information Systems, Computer Science, Data Science, Geographic Information Systems or Geography, or a closely related degree;
  • Experience problem-solving with an emphasis on data architecture & modeling, data linkage, and GIS application configuration through course work, work experience, or internships
  • Experience utilizing geospatial data management tools such as Esri’s ArcGIS Desktop Suite (ArcMap, ArcCatalog, etc.) ArcGIS Pro, QGIS, Esri’s ArcGIS Enterprise web-based suite (Web-App Builder, Survey123, Collector, Field Maps, Experience Builder), and Safe Software’s Feature Manipulation Engine (FME) through course work, work experience, or internships
  • Experience working with a variety of datasets and databases (e.g. Oracle, ArcSDE, SQL) through course work, work experience, or internships
  • Experience working with Esri’s Arcade programming languages to facilitate geospatial data management and analysis through course work, work experience, or internships
  • Experience with Data Governance principles and current practices within the industry
