The State of Connecticut, Department of Energy and Environmental Protection (DEEP), is seeking a Supervising Environmental Analyst to work with the Water Compliance, Enforcement, and Concentrated Animal Feeding Operations (CAFO) program.

Position highlights
As a Supervising Environmental Analyst, you will be responsible for supervising staff performing inspections, compliance assistance, and administrative enforcement activities at industrial and commercial facilities pursuant to the state’s implementation of the National Pollution Discharge Elimination System (NPDES) program, overseeing staff implementing the Concentrated Animal CAFO program through permitting and compliance activities, and leading staff dedicated to managing data and data systems related to such activities.

Supervisory duties include, but are not limited to:
  • Prioritizing and scheduling workflows;
  • Project assignment and workload tracking;
  • Overseeing and reviewing staff deliverables;
  • Providing staff training and feedback;
  • Conducting performance evaluations;
  • Establishing and maintaining standard working procedures; and
  • Supporting the administration of program funding.
In addition, this position is responsible for:
  • Overseeing program operations including permitting, field work, and data management activities;
  • Ensuring staff performance objectives are achieved;
  • Classifying violations of water discharge control statutes and regulations and determining appropriate enforcement response to noncompliance;
  • Managing compliance activities and developing informal and formal enforcement response to noncompliance with other internal programs and divisions, DEEP legal staff, the Attorney General’s Office, Chief State’s Attorney’s Office, and US Environmental Protection Agency in accordance with DEEP policies;
  • Performing field work activities inclusive of industrial, domestic, commercial, and agricultural wastewater discharge inspections and complaint investigations related to water discharges;
  • Managing records containing public and confidential files and organizing concise case documentation;
  • Calculating penalty recommendations using established policies;
  • Negotiating and resolving compliance and personnel matters in a diplomatic, professional, and effective manner;
  • Identifying both programmatic and environmental challenges and opportunities in a timely manner and initiating solutions and strategies to address such;
  • Preparing technical reports and correspondence;
  • Providing testimony at hearings;
  • Providing compliance assistance to program stakeholders and the general public;
  • Working independently and creatively to solve complex environmental challenges related to water pollution control; and
  • Performing other tasks as necessary to meet DEEP's statutory and regulatory responsibilities related to water program compliance. 
This position offers opportunities to serve as program representative on various regulatory and advisory boards, committees, and at professional conferences.

This hybrid position is full-time on first shift, 35 hours per week, Monday through Friday from 8:30 AM until 4:30 PM (flexible).  This position is based out of DEEP Headquarters in Hartford, Connecticut.

The CAFO Program, within the Water Permitting and Enforcement Division, operates with the purpose of controlling discharges of agricultural wastewater and stormwater from areas of animal confinement, feeding and maintenance.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and interagency efforts in state and regional planning and policy development projects.

In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.

EXAMPLES OF DUTIES

  • Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; 
  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations;

  • Directs administration of state and federal program budgets;

  • Identifies and describes state environmental goals and special problem topics; 
  • Monitors and testifies at hearings;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in an advanced working/working lead level capacity.

NOTE: For state employees this experience is interpreted at the level of an Environmental Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field, including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
  • NOTE: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS

  • Experience interpreting and implementing environmental laws or regulations pertaining to water quality or water pollution control. 
  • Experience independently planning, leading, and evaluating the activities of a team of environmental professionals. 
  • Experience managing two or more concurrent workflows to meet project deadlines.
  • Experience developing, implementing, and assessing business process improvements to increase business productivity.
  • Experience communicating environmental quality information to internal or external stakeholder groups, such as the general public, businesses, environmental professionals, or government officials both verbally and in writing. 
  • Experience researching and interpreting technical documents pertaining to environmental quality analyses including engineering drawings, site plans, specifications, chemical data, or reports. 
  • Experience collecting, tracking, querying, and verifying data and records using electronic data systems, including online dashboards, reporting, or state or federal data management systems. 

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
