This Supervising Accountant is responsible for preparing recurring billing to federal agencies for approximately one billion dollars annually. This task includes the analysis of accrued expenses to ensure that they have been properly charged, that all eligible costs are fully billed to our federal partners, and timely reimbursements are received by the State.
This position also oversees the project closeout process. This task includes the analysis of project budgets and expenses to ensure all activities have been properly concluded, so Federal Grants, Agreements, and Core-CT projects can proceed through closeout actions. This task includes the review of audit findings and the preparation of project Final Vouchers.
This Supervisor oversees a team of Associate Accountants, Accountants and Fiscal Administrative Officers.
The Supervising Accountant will:
- Administer the policies and procedures related to Federal billing and the close-out of Federal projects.
- Ensure that Federal reimbursements are regularly processed and correctly recorded.
- Supervise the staff and oversee the operations of the Federal Billing Unit. Assign and manage workload, monitor progress and deadlines, and assist with completion of tasks as necessary.
- Act as a liaison with Federal agencies, State agencies and DOT staff concerning funding, expenses, billing, and related administrative requirements.
- Interact with auditors and assist with their reviews of expense and billing records.
- Oversee the ongoing closeout actions related to Federal funds, participate in quarterly reviews, and administer Microsoft Access database containing closeout related records.
- Assist with the administration of Federal agency programs, including Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Railroad Administration (FRA), and others as necessary.
- Participate in routine investigations, including review of payments, procedures, and records.
- Oversee the processing of expenditure corrections, managing billing rates, limits and cutoffs, and preparation of Final Voucher documents.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for supervising staff engaged in accounting.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in accounting or auditing.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of an Associate Accountant or Associate Accounts Examiner.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
- A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
- Certification as a Certified Public Accountant or Certified Internal Auditor may be substituted for one (1) additional year of the General Experience.
- Experience with the administration of funds, grants, and agreements under the purview of Federal Agencies, including Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and Federal Railroad Administration (FRA).
- Experience utilizing Microsoft Excel and Microsoft Access, including advanced features involved with creation, maintenance, and modification of complex datasets.
- Experience with Core-CT data, and the reconciliation of records related to cost estimates, budgets, and expenses, including reconciliation with Federal accounting systems.
- Experience with the DOT use of the Core-CT Project Costing module, the project lifecycle, and the interrelation between cost estimates, budgets, expenses and accounting transactions.
