THE POSITION

The State of Connecticut, Department of Public Health (DPH) is seeking an experienced and qualified individual for a Grants and Contracts Specialist position within the Contracts and Grants Section of the Department’s Operational and Support Services Branch.  The incumbent will perform all duties related to supervising, leading and directing assigned staff in establishing, monitoring, and managing contracts with the Department’s service providers.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing as a specialist in planning, implementation, management and evaluation of a large complex grant program or group of programs in one field where responsibilities are assumed for program development, liaison and coordination with federal, state and community agencies and organizations, program implementation and administration, program monitoring and assessment.

EXAMPLES OF DUTIES

  • Assisting with the planning of office workflow and determining priorities.
  • Provide staff training, assistance and oversight in execution of duties related to grant management.
  • Act as liaison to operating units within DPH to determine programmatic need for grant/agreements and represent DPH to private providers on questions and assistance in all phases of grant management.
  • Review requests to initiate/amend contracts and verification of funding.
  • Create grant budgets using advanced level MS Excel formatting.
  • Prepare grant approvals and routing forms.
  • Assistance with establishing, maintaining, and revising as needed office procedures, policies, and reporting tools.
  • Track/monitor deadlines and paperwork required and facilitate staff contributions and ensure timely processing of forms, approvals and reviews.
  • Create and review grant budgets on an ongoing basis.
  • Review submitted material for completeness and proper execution.
  • Review expenditure reports for accuracy, completeness, and appropriateness in accordance with the grant agreement.
  • Generate grant management and tracking reports and conduct follow-up as needed.
  • Generate fiscal tracking reports and conduct follow-up as needed.
  • Prepare and process contract payments to DPH Fiscal office in accordance with contract payment schedules and contract terms and conditions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in planning, implementation and/or management of grant programs on a community, state or federal level.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience building and revising budgets for large multi-year grants
  • Experience working independently to meet deadlines against competing priorities.
  • Experience using advanced Microsoft Office tools and other software to analyze and efficiently manage complex data
  • Experience developing and maintaining effective financial controls to assure the integrity of grants
  • Experience reading, interpreting, and applying state and federal statutes, regulations, and guidelines
  • Experience drafting, reviewing and interpreting contract language/scopes of service
  • Experience demonstrating interpersonal skills while working across multiple business units
