THE POSITION
The State of Connecticut’s Office of Policy and Management (OPM) seeks to hire a GIS Coordinator (Associate Research Analyst) in Data and Policy Analytics Division (DAPA).

HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT, easily accessible to all major highways. 
  • LOCATION: OPM, Data and Policy Analytics Division
  • ADDRESS: 450 Capitol Avenue, Hartford, CT
  • WORK HOURS: Full-time, first shift, 40 hours per week
  • SCHEDULE: Monday through Friday
  • BARGAINING UNIT:  P-5 (Administrative & Residual)

  • Develop collection forms and procedures for datasets required for accurate mapping, such as address data, parcel data, property (CAMA) data, and more from municipalities, councils of government, and other stakeholders.
  • Develop and maintain an up-to-date broadband map, showing the availability and adoption of broadband service, including publication of map data through the CT Geodata Portal and the CT Broadband Mapping Portal.
  • Perform advanced technical data processing and cleaning to aggregate and organize existing data sets and create new data sets.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the development and implementation of research projects.

EXAMPLES OF DUTIES

Duties of the GIS Coordinator (Associate Research Analyst) position shall include, but not be limited to, the following:
  • Develop collection forms and procedures for datasets required for accurate mapping, such as address data, parcel data, property (CAMA) data, and more from municipalities, councils of government, and other stakeholders,
  • Develop and produce technical and policy reports and analyses for agency officials, members of the legislature, and the public, as needed, 
  • Provide training and outreach on the use of such information to all stakeholders,
  • Participate in stakeholder engagement and coordination as pertaining to supporting state’s use and dissemination of geospatial data,
  • Develop and maintain an up-to-date broadband map, showing availability and adoption of broadband service, including publication of map data through the CT Geodata Portal and the CT Broadband Mapping Portal,
  • Design and manage data collection forms and procedures for reporting from ISPs, state agencies, political subdivisions (regional and local), and third parties (including consumers), including secure transfer of data, 
  • Perform advanced technical data processing to aggregate and organize existing data sets and create new data sets,
  • Develop procedures and tools for storage of and access to mapping data, including maintaining confidentiality of data pursuant to state requirements, and 
  • Perform other duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • research methods and techniques;
    • principles, concepts and methods of statistical analysis;
  • Knowledge of agency related policies and procedures as related to research;
  • Considerable
    • oral and written communication skills;
    • interpersonal skills;
  • Considerable ability to analyze data;
  • Ability to develop programs and use prepackaged computer programs to perform data analysis.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • College training or a master's degree in a discipline related to data science, information technology or geographic information systems;
  • Experience working with the principles, practices, terminology and trends in geographic information systems, spatial data, analysis and related technology; 
  • Experience with one or more professional GIS applications, such as ArcGIS, QGIS, etc;
  • Experience with ETL processes, data science, and scripting and query languages (SQL, Python, R, JavaScript) in relation to large datasets;
  • Experience with GIS project management including timeline planning, documentation, personnel and technical resources, stakeholder engagement, QA/QC, and preparation of deliverables;
  • Experience providing clarity to staff, stakeholders and contractors;
  • Experience conducting requirements gathering, interpreting needs, designing solutions and managing expectations;
  • Experience with data discovery, dissemination and conditioning (i.e. spatializing non-spatial data, schema transformations, error correction, etc.);
  • Experience coordinating the collection, compilation and dissemination of data across multiple constituencies;
  • Experience working with broadband issues, practices, terminology and trends, interest in digital access, digital equity and the digital divide, experience with issues preventing access to or adoption of broadband; 
  • Experience managing public access to data;
  • Experience working with state, regional and municipal government, industry or business, and economic development professionals; 
  • Experience explaining complex, technical subject matter to a diverse set of stakeholders; 
  • Experience with the development of graphics, reports or dashboards to present key findings and information; and
  • Experience with policies and procedures for safe, ethical and secure use of data.
