    MORE ABOUT THE AGENCY AND DIVISION:
    DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

    SWCMHS is responsible for the oversight and management of contracts with private not-for-profit agencies and residential providers providing mental health services in the southwest region of the state.  With locations in Bridgeport and Stamford, SWCMHS provides inpatient, outpatient and assertive community treatment (ACT) services and community support services for adults with severe behavioral health disabilities; mental health services for people who are deaf or hearing impaired and a mobile crisis intervention team. SWCMHS also provides outreach to people who are homeless and mentally ill. Special agency programs include Shelter Plus Care, a housing program for people who are homeless and who have a history of substance abuse or mental illness or who have AIDS.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

    EXAMPLES OF DUTIES

    • Identifies the program’s staffing needs, prepares staff work schedules, assigns and secures overtime, works collaboratively with inpatient and outpatient interdisciplinary treatment teams to provide high quality client care. 
    • Conducts auditing as assigned, ensures accurate employee compensation by completing all aspects of the payroll process, prepares day-to-day reports, and contributes to an amicable work environment. 
    • Coordinates the implementation of client recovery plans, ensure risk plans developed are implemented when indicated. 
    • Oversees the provision of direct care to persons with psychiatric and/or substance abuse diagnosis by providing support, supervision, skill building and direction to staff to teach skills needed to live independently and obtain housing in the community. 
    • Oversees the coordination and provision of recovery-oriented activity groups to promote building skills in the areas of preparing client for transition and discharge to independent community settings. 
    • Organizes and coordinates client appointments
    • Oversees and directs the transport and escort of clients to appointments and other community functions.
    • Assures that services and staff operate within DMHAS, and SWCMHS policies and procedures and meet Joint Commission/CMS/DPH credentialing standards. 
    • Responsible for oversight of TRP risk management and directly participates in the SWCMHS Risk Committee Meeting. 
    • Coordinates and participates in high-risk treatment planning, case conferences, etc. 
    • Participates in the allocation and management of human resources. 
    • Attends and participates in scheduled contract agency meetings and serves as a clinical liaison to contract agencies as needed. 
    • Collaborates with substance abuse providers to integrate substance abuse with mental health services. 
    • Facilitates problem identification and resolution at case conferences and critical incident reviews. 
    • Promotes cultural and gender diversity, equity and inclusion in the workplace, sensitivity to client's needs, and assures clients rights. 
    • Participates in crisis intervention as indicated. 
    • Participates in Critical Incident Debriefings as necessary. 
    • Oversees, manages, and collaborates with SWCMHS Plant Operations and Housekeeping to ensure the unit and overall work environment meets health and safety standards and is maintained as a safe and effective environment of care. 
    • Assures compliance with quality information management findings and recommendations. Participates in performance improvement activities. Complies with ethical standards and DMHAS work rules. 
    • Utilizes an electronic health record, computer technology and data to perform job functions and inform management and supervisory practices.
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of
      • principles and practices of public administration; 
      • principles of mental health treatment and program design; 
      • managed care system principles and practices; 
      • clinical treatment methodologies and programs for psychiatric clients;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Experience in management or supervision within a Residential congregate care setting
    • Experience providing community-based (i.e. office based and non-office based) behavioral health services
    • Experience working with severe and prolonged mental illness, substance abuse disorders and co-occurring disorders, and history of legal involvement
    • Experience working with trauma and chronic medical conditions
    • Experience identifying staffing needs, preparing staff work schedules, assigning and securing overtime
    • Experience working collaboratively with inpatient and outpatient interdisciplinary clinical treatment teams of professional and paraprofessional staff
    • Experience overseeing the scheduling and facilitation of treatment recovery groups to individuals with severe chronic mental illness, co-occurring disorder, complex medical comorbidities, history of complex trauma, and history of legal involvement
    • Experience with crisis intervention and discharge planning
    • Experience with electronic health records and Microsoft Office applications
