The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking an experienced and qualified individual for the role of Behavioral Health Clinical Director. This position directs the overall administrative and clinical operations of SWCMHS Fairfield Ave. site that provides services to over 200 clients.

Position Specifics:
Facility: Southwest Connecticut Mental Health System (SWCMHS)
Location: Bridgeport 
Work Schedule: Full time, 40 hours per week | 8:00am-4:30pm

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
SWCMHS strives to provide high quality, compassionate and culturally competent mental health and substance abuse services to adults with behavioral health disorders who are indigent. With three locations throughout Fairfield County, SWCMHS, promotes and administers comprehensive recovery oriented services in the areas of mental health treatment and substance abuse prevention and treatment. These services include inpatient treatment programs and outpatient clinical services, as well as a wide range of additional supportive treatment services.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.

EXAMPLES OF DUTIES

  • Direct oversite of the Assertive Community Treatment, Community Support, Homeless Outreach Team, and Rental Assistance Programs. 
  • Provide clinical consultation to outpatient staff and clients within the Lead Mental Health Agency (LMHA). 
  • Provide clinical and administrative consultation to the Assertive Community Treatment, Community Support, Homeless Outreach Team teams. 
  • In collaboration with managers and supervisors, triage internal outpatient transfers and transfers from state operated inpatient units. 
  • Provide oversight, supervision and direct clinical liaison interface to state hospitals, other state facilities and community hospitals. 
  • Assures that services and staff operate within DMHAS, and SWCMHS policies and procedures and meet Joint Commission/CMS/DPH credentialing standards. 
  • Responsible for oversight of outpatient risk management and directly participates in the SWCMHS Risk Committee Meeting. 
  • Coordinates and participates in high-risk treatment planning, case conferences, etc. 
  • Participate in the allocation and management of human resources. 
  • Attend and participate in scheduled contract agency meetings and serves as a clinical liaison to contract agencies as needed. 
  • Provide education and training to community contract agency staff as requested.
  • Collaborate with substance abuse providers to integrate substance abuse with mental health services. 
  • Provide clinical supervision and training to SWCMHS managers, supervisors and staff as needed. 
  • Facilitate problem identification and resolution at case conferences and critical incident reviews. 
  • Serve as a member of assigned committees. 
  • Develop and implement innovative and cost-effective services to meet client need. 
  • May provide training and/or direct group supervision regarding individual, family, and group psychotherapy or other interventions to enhance staff competence. 
  • Promote cultural and gender diversity, equity and inclusion in the workplace, sensitivity to client's needs, and assures clients rights. 
  • Participate in crisis intervention as indicated.
  • Participate in Critical Incident Debriefings as necessary. 
  • Oversee, manage, and collaborate with SWCMHS Plant Operations/Housekeeping and the site Property Management Team to ensure the site and overall work environment meets health and safety standards and is maintained as a safe and effective environment of care. 
  • May represent the SWCMHS on statewide policy and development groups. 
  • Assures compliance with quality information management findings and recommendations. 
  • Promote collaborative relationships with City and State Police and provides feedback specific to the needs of DMHAS clients. 
  • Complies with ethical standards and DMHAS work rules. 
  • Maintain client and program safety. 
  • Utilize an electronic health record, computer technology and data to perform job functions and inform management and supervisory practices. 
  • Provide CPR and first aid as necessary. 
  • Performs other duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.  

NOTE: For State Employees, this is at the level of Behavioral Health Clinical Supervisor.

PREFERRED QUALIFICATIONS

  • Experience monitoring and meeting regulatory requirements and benchmarks. 
  • Experience in a supervisory or management position, overseeing discipline specific or multi-disciplinary clinical staff. 
  • Experience providing clinical and administrative oversight to multiple programs. 
  • Experience working in a behavioral health setting. 

SPECIAL REQUIREMENTS

Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
