The Division of Facilities and Transit consists of the Facilities Design, AEC Applications, Environmental Compliance, and Engineering Services (Pavement Design and Utilities Coordination) units. DOT’s Environmental Compliance section seeks applications for a Transportation Planner 2 that will specialize in the technical and highly sought-after field of environmental science. The primary focus of the Environmental Compliance section is to provide engineering support to many of the Department of Transportation’s day-to-day operations and to the Department’s capital projects for highways, railways, bridges, and related maintenance and transit facilities. Technical staff in the Environmental Compliance section provide guidance on matters related to polluted media such as soil and groundwater, permitted wastewater discharges, MS4 stormwater compliance, regulated and hazardous wastes, and regulated building materials such as asbestos and lead paint.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.
EXAMPLES OF DUTIES
A Transportation Planner 2 in the Environmental Compliance section performs complex tasks and assignments such as:
- reviews capital projects’ designs for highways, railways, bridges, and related maintenance and transit facilities for the purpose of verifying or developing compliance solutions for activities that may affect regulated construction materials, polluted soil or groundwater, and the quality of stormwater runoff
- assists with the technical investigations needed to determine the presence or extent of pollution in the environment, including the review of reports, studies and surveys in compliance with department standards and needs and state and federal laws and regulations
- coordinates the surveys and abatements for asbestos and other hazardous building materials that may be found in the Department’s existing infrastructure and facilities, as well as any follow-up coordination with respect to abatement and/or demolition activities
- provides Department-wide compliance support on matters related to the quality of stormwater associated with MS4 transportation infrastructure and industrial-type facilities like highway maintenance garages
- coordinates activities, projects or programs with consultants, stakeholders, and local, state and federal agencies, including the Connecticut Department of Energy and Environmental Protection, the Connecticut Department of Public Health, and the U.S. Environmental Protection Agency
- may make presentations to senior management, other units within the agency, regulatory agencies, or other stakeholders
- performs related duties as required
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
- Degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; environmental engineering; civil engineering with a concentration in environmental engineering; or natural resources
- Experience preparing and reviewing pollution prevention planning documents for industrial facilities, such as vehicle maintenance garages, in compliance with department standards and needs and state and federal laws and regulations, such as federal oil storage rules
- Experience comprehending and interpreting laws and regulations related to wastewater and stormwater discharges in compliance with department standards and needs and state and federal laws and regulations, such as a state miscellaneous industrial user general permit or a Connecticut industrial stormwater general permit
- Experience with environmental considerations involved with assessing sites’ and transportation corridors’ soil and groundwater for the presence or extent of polluting substances
- Experience interpreting laboratory analytical data of samples of soil, groundwater, stormwater, wastewater, or other wastes for the purposes of comparing to regulatory or permitting standards and developing compliance solutions
- Experience comprehending and interpreting laws and regulations related to releases to the environment
1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
