The State of Connecticut Department of Administrative Services (DAS) Bureau of Information Technology Solutions (BITS) is currently accepting applications for a Power BI Developer position (Information Technology Analyst 2) to join the Applications Development team, in service of the Department of Mental Health and Addiction Services (DMHAS). This Power BI Developer will help provide real-time data dashboards to help improve client care throughout DMHAS.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

EXAMPLES OF DUTIES

The Power BI Developer will be responsible for:

  • Requirement Analysis: Studying, analyzing, and understanding business requirements in context to business intelligence.
  • Data Modeling: Building multi-dimensional data models by importing, transforming, and shaping data from various data sources (such as databases, various file formats, CRM Systems, Online Services and more) to make it suitable for analysis and reporting within Power BI.
  • Report/Dashboard Design and Development: Designing and developing interactive reports, dashboards, and data visualizations that provide meaningful insights to end-users. Power BI offers a range of visualization options to represent data effectively.
  • Data Integration: Connecting Power BI to various data sources, setting up data refresh schedules, and ensuring that the data is up-to-date for accurate reporting.
  • Data Security: Implementing role-level and data-level security (such as Row, Column, Object or Page level Security) to control access to data and ensure data privacy and compliance with regulatory requirements.
  • Data Visualization Best Practices: Applying data visualization best practices to create visually appealing and informative reports that effectively communicate insights to end-users.
  • Automation and Customization: Developing custom visuals, themes, and templates to tailor Power BI solutions to specific business needs. Also, automating report generation and distribution through Power Automate and Power BI apps.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing professional information technology work in such areas as: installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function. NOTE: For state employees this is interpreted at the level of Information Technology Analyst 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience in data analysis including structuring data for analysis within Power BI
  • Experience with data modeling, including designing data models within Power BI
  • Experience using Power BI, including creating reports, dashboards, and data visualizations from scratch
  • Experience with Structured Query Language for data retrieval
  • Experience utilizing data security principles including implementing role-level and data-level security in Power BI to control data access
  • Experience communicating with stakeholders to explain insights derived from data using presentations and trainings
