The State of Connecticut Department of Transportation (CTDOT) is currently recruiting for two Connecticut Career Trainee positions, with a target class of Transportation Planner 1 within the Bureau of Policy & Planning, Roadway Information Systems Office, Roadway Inventory Unit.  The positions are located at the Department of Transportation Headquarters in Newington.

THE TEAM

The Roadway Inventory Unit is responsible for keeping accurate current and historical data on almost 22,000 miles of public roads in Connecticut. Through various efforts data is collected and validated on a project level basis for state and local roadways. The unit is responsible for updating and maintaining the Department’s linear referencing system (LRS) and the Transportation Intelligence Gateway (TIG). The unit is also responsible for tracking, documenting, and maintaining all identified roadway asset data for use in meeting reporting requirements including, but not limited to: the Highway Performance Monitoring System (HPMS). This data supports various critical Department functions including: asset management, project prioritization and coordination, financial tracking, funding eligibility, safety analysis, Federal and State reporting requirements, and performance management, among others.

THE ROLE

These positions will work under the direction of a Transportation Supervising Planner, or an employee of a higher grade. The positions require working collaboratively with unit and office staff, and with other offices within the Department of Transportation, as well as public entities to collect, model, enhance, analyze, report, and expand the Roadway Inventory features and assets that are contained within the network.
 
The positions will perform duties of increasing difficulty split between the field and office to assist with collection of data from a variety of sources and manage that information within specialized software platforms and databases. These positions will assist in meeting all Federal requirements outlined in FHWA’s All Roads Network of Linear Referenced Data (ARNOLD), Highway Performance Monitoring System (HPMS), and Model Inventory of Roadway Elements (MIRE) initiatives. Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator’s license.

APPOINTMENT

The length of the development program is determined by the experience and training requirements of the designated class and the prior experience of the incumbent. At the completion of the development program incumbents must meet the experience and training requirements of the designated class. The program cannot be less than one (1) year and cannot exceed three (3) calendar years in accordance with C.G.S. 5-234.

Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service.

All appointments to this class shall be under terms of a development program and in accordance with a time schedule approved by the Commissioner of Administrative Services. All development programs must be approved by the Department of Administrative Services prior to appointment to this class.


First year of training: Bachelor's degree and/or qualifying experience: FS 15 Step 1 ($53,978/year) Master's degree in civil engineering, transportation, urban, regional or environmental planning: FS 15 Step 2 ($55,921/year)
Second year of training: General rate:  FS 15 Step 5 ($61,761/year)  
The salary for an employee who completes any of the above minimum requirements after initial appointment to the Connecticut Careers Trainee job class will be adjusted commensurate with the schedule above and effective the pay period following the date the master’s degree has been conferred or the pay period following the date the appropriate number of credits as indicated above have been earned.

For current state employees, compensation will be in accordance with guidelines for computing salary adjustments set forth by the Department of Administrative Services, Determining Salary Upon Change in Class manual.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

  • Assist in quality control assessment of roadway and asset datasets to ensure they meet or exceed nationally accepted standards for completeness, accuracy, precision, and uniformity.
  • Assist in data update coordination to ensure proper integration of roadway data into the LRS of record, assistance in the development of supplemental collection plans for requested safety and asset management related assets (e.g. center line rumble strips, approved speed limits).
  • Outreach to the municipalities to gather, format, and integrate appropriate local roadway datasets; organize and advise Department partners on developing technology solutions to aid in collection, integration, and quality assessment of data.
  • Assist in ensuring high quality roadway data is collected, vetted, processed, stored, and made available for internal and external customer consumption.
  • Assist in analysis of data, perform quality control procedures, and have it accurately made available to display on the LRS along with other GIS formats for enterprise consumption for visual and analysis purposes.
  • Create, develop, and extract reports and dashboards of various assets for comparison, analysis, and cross validation as well as develop reports to provide summary data; direct and guide consultant/outside developer(s) on network and system updates.
  • Work closely with various internal and external partners and customers including FHWA, municipal officials, regional organizations and state officials.
  • Support other Unit responsibilities including, but not limited to: field data collection, office processing of collected data, research and analytical functions, and various other planning activities.
  • Stay current with software and hardware data technologies.
  • Performs related duties as required.

MINIMUM QUALIFICATIONS

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS

  • A bachelor's or master's degree, preferred disciplines include: Economics, Data Analytics, Statistics, Geography, Geographic Information Systems, Management Information Systems, Computer Science, or Mathematics. Other degrees will be considered providing that the applicant has coursework or work experience in data collection, analysis, and data reporting.
  • Experience in field data collection or training in GIS or Linear Referencing System (LRS) development, or management of large datasets, through course work, work experience, or internships.
  • Experience with Microsoft Office and other programs such as, but not limited to: FME, PowerBi, ESRI’s product suite, and Google Earth through course work, work experience, or internships.
  • Experience with computer programming languages, large data sets, querying and scripting capabilities and database management using applications such as Java, SQL, Python, and others through course work, work experience, or internships.
  • Experience with statistics and performing statistical and mathematical analysis and calculations through course work, work experience, or internships.
  • Experience with public speaking, written and oral communication skills through course work, work experience, or internships.
