The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a current DMHAS employee to join our team with the Office of the Commissioner as an Electronic Health Record Quality Analyst (PCN 138669). POSITION HIGHLIGHTS:
  • Work Schedule: Monday - Friday
  • Work Hours: Full-time, 40 hours per week
  • Work Shift: First shift, 8:00 a.m. - 4:30 p.m.
  • Location: 460 Silver St, Middletown, CT
  • Travel: This position will require limited out of state travel.
This position is eligible for partial telecommuting and flexible scheduling dependent upon program needs.

WHAT YOU'LL BE DOING:
  • Design, build and maintain the population health modules of the electronic health record.
  • Collaborate with internal and external resources.
  • Provide subject matter expertise in quality improvement and data analytics. 
  • Perform testing of the software.
  • Analyze the system to ensure compliance with programming requirements, procedures and regulations.
  • Provide troubleshooting.
  • Prepare reports.
  • Apply project planning and project management methodologies
  • Provide on-site user support as needed. 
  • Understand and incorporate end user workflows into the system.
  • Configure and work with data warehouse for DMHAS.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.  

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.  

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and/or operations of an agency program and/or project or division; 
  • Coordinates, plans and manages program and/or project activities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the specific area of assignment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.    

PREFERRED QUALIFICATIONS

  • Possess a clinical license as Clinical Social Worker (LCSW), Alcohol and Drug Counselor (LADC), or Professional Counselor (LPC)
  • Experience in a behavioral health setting
  • Experience working within a large multi-disciplinary team
  • Experience in data analysis
