What you will be doing:
The analyst will be conducting research regarding Connecticut’s unemployment insurance system from an equity perspective and will be reporting those results. In particular, the analyst will conduct research to determine why the target groups are overrepresented in the appeal backlog and overpayment population compared to their representation in the Labor Force. Analyze employer appeal data to determine whether disparities exist when the claimant’s eligibility is disputed by the employer. Analyze the reasons for overpayments. Extract data and generate ongoing demographic reports on the claimant population as they move from initial claims filing to Adjudications and Appeals and document any improvements in reducing disparities. Use the newly created reports to create visualizations for internal use and publication on CTDOL’s website. Develop programs and procedures for producing the analysis, reports, and visualizations on an ongoing basis so that analysis, reports, and visualizations can be updated on a regular basis.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in research design and implementation.

EXAMPLES OF DUTIES

  • Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments;
  • Analyzes, interprets and prepares data in a variety of ways;
  • Prepares narrative and statistical reports;
  • Develops computerized databases and analyzes and interprets computer generated reports;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience developing and conducting applied research projects;
  • Experience in the unemployment insurance system or working with unemployment insurance claims data;
  • Experience in analyzing employment, wage and demographic data;
  • Experience in communicating to report results of data analysis in published reports and presentations;
  • Experience in state, municipal, or federal government;
  • Experience with compliance for policies, procedures, and processes for safe, ethical, and secure use of data;
  • Experience working with relational databases - structure, normalization, and primary/foreign keys
  • Experience working with Database Management Systems especially SQL Server;
  • Experience moving data into and out of SQL Server: text files, Excel files, MS Access
  • Experience programming in T-SQL and/or VBA and with general programming concepts (for/next, do/while, if/then, etc.)
  • Experience using tools for data preparation and analysis, such as Excel, MA Access, SAS, STATA or R;
  • Experience creating data visualizations using tools such as Tableau or Power BI
  • Experience managing, cleaning, and analyzing large datasets;
  • Experience working in a fast-paced environment.
