About us: 
The RSCO is part of the Office of Strategic Planning and Partnerships (OSPP), located at 450 Columbus Boulevard in Hartford, Connecticut. The CSDE is the administrative arm of the Connecticut State Board of Education and operates the RSCO as the central office responsible for managing the application and placement system for school choice programs in the Greater Hartford Region.

The CSDE operates RSCO pursuant to the agreement in the landmark desegregation case, Sheff v. O’Neill, as a single point of information, application and placement for families interested in interdistrict magnet schools, the Open Choice Program, and Connecticut Technical Education and Career System (CTECS) technical high schools in the Greater Hartford Region.

The Associate Education Consultant will lead grass roots efforts and outreach to families in Connecticut to inform them about interdistrict choice schools through the RSCO School Choice Application and support their application in furtherance of school integration. 

Under the direction of the RSCO Director, the selected candidate will:
  • Provide a connection between RSCO and the Greater Hartford Community to reach families and create partnerships to support student participation in school choice schools and programs. 
  • Provide outreach to build connections and enhance educational and extracurricular programming through contact with families of current students and potential applicants, community organizations, faith-based organizations, parent-teach organizations, school districts and institutions of higher education, and youth programs, such as camps, youth clubs, and athletic and social groups. 
  • Serve as a critical link to the Hartford and suburban communities for sharing information about and access to RSCO programs and school choice options, and gathering information about those communities to help shape future planning to best serve Connecticut students. Pursuant to this effort, the incumbent will collaborate with community organizations, districts, and school choice operators to maximize educational opportunities for Hartford-area students, reach underrepresented populations, and further the goals of school integration.
  • Support families through the application and placement process by providing application assistance, communicating their school choice options, resolving concerns, and providing translation services as needed to assist families and communicate information about school choice for families and RSCO publications.
The ideal candidate possesses excellent communication skills, and has extensive experience in outreach to families through grass roots and community-based efforts.

Position Highlights:
  • Full-time, 35 hours per week
  • Monday through Friday schedule, with occasional extended and weekend hours for recruitment events during high demand periods in the placement process.

Selection Plan

This position will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services, Education, and the Connecticut Technical Education and Career System assists in planning and executing programs of extensive difficulty and scope for the improvement of education in the State.

EXAMPLES OF DUTIES

Assists a Bureau Chief or Education Consultant in supervising various educational programs and services offered by the State; assists in the development and administration of certain programs of major importance or may develop and administer other programs within the framework of bureau policy; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in directing the routine functioning of the bureau; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education with particular reference to the field concerned; teaching skill; ability to prepare reports; ability to deal effectively with others.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and five (5) years of professional experience OR in lieu thereof an equivalent combination of experience and training approved by the Board of Education.

PREFERRED QUALIFICATIONS

  • Experience addressing complaints of the general public in a customer service role.
  • Experience designing publications using publication software.
  • Experience as a family liaison for a school or school district.
  • Experience working with community organizations.
  • Bilingual in English and Spanish.
  • Experience planning events for the general public.

SPECIAL REQUIREMENTS

Incumbents in this class in certain positions may be required to possess an appropriate certificate issued by State Board of Education.
