The State of Connecticut, Department of Developmental Services (DDS) – West Region – seeks a talented and qualified individual for the position of Developmental Services Director of Service Development And Support, located in Waterbury, CT.

In your role as a Developmental Services Director of Service Development And Support, you will have the opportunity to:

  • Develop and implement new initiatives;
  • Perform strategic program development for the agency;
  • Provide oversight of certain specialized programs within the department;
  • Manage the Community Companion Home Program, which supports the residential transformational initiative under the American Rescue Plan Act 2021;
  • Act as the liaison with sister agencies including DCF, DSS and OPM;
  • Lead process improvement and implementation across program delivery;
  • Perform related duties as required;

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for directing and managing program and service development efforts of the department.

EXAMPLES OF DUTIES

  • Directs staff and operations of a major unit intended to advance agency mission;
  • Coordinates, plans and manages unit activities;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers applicable statutes and regulations;
  • Evaluates staff;
  • Maintains contacts with individuals within and outside of the agency who might impact program activities;
  • Ensures development of resources necessary to conduct training programs and provide technical assistance in implementing services;
  • Manages accounting and funding for major unit;
  • Works closely with regional and training school directors and assistant directors in service development, planning and implementation;
  • Develops budget components related to staff and service development activities, projecting costs of implementing programs;
  • Monitors and evaluates departmental implementation of programs and services to determine need for additional resources, training or support;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the provision of human service or education programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory or managerial capacity with primary responsibility for planning, developing or coordinating services or programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration or a behavioral science such as psychology, rehabilitation therapy or social work may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience managing/administering a large regional program responsible for providing 24/7 residential care to individuals diagnosed with ID/DD.
  • Experience managing all aspects of Community Companion Homes (CCH).
  • Experience managing a diverse team responsible for the oversight of CCH.
  • Experience managing CCH private provider contracts and payments.
  • Experience conducting and completing CCH licensee payments.
  • Experience conducting and completing CCH applications (home studies, background checks, trainings, etc.).
  • Experience using back-end e-licensing application for license approvals and renewals.
  • Experience with planning and expanding cost-effective residential service development.
  • Experience with current trends and practices regarding the provision of integrated, supportive community based services to persons with intellectual or developmental disabilities.
  • Experience applying quality improvement systems.
  • Experience with contract and individual budget authorizations.
  • Experience leading teams and working to foster cooperative goals, build trust, and enlist others in a common vision.
  • Experience with collaborative verbal and written communication skills to communicate effectively across all levels of the organization.
  • Experience with relevant state and federal laws and statutes.
  • Experience with emergency/crisis management intervention.
  • Experience working with individual's entitlements and benefits.
  • Experience with and considerable knowledge of relevant policies and procedures, State and Federal Laws, Statutes and regulations which are pertinent to CCH operations.
  • Experience with Microsoft Office, including Word, Outlook and Teams.
