THE POSITION:
The State of ConnecticutDepartment of Mental Health and Addiction Services (DMHAS) is seeking an experienced and qualified Supervising Clinician to join their team.

    AS A SUPERVISING CLINICIAN YOU WILL: 
    • Provide direct administrative and clinical supervision to professional and paraprofessional staff in a Young Adult Multidisciplinary Community Support Team;
    • Assist with program development within YAS and develop relationships with community providers to ensure integration of services for young adult clients;
    • Identify barriers and assist with strategies and solutions to improve client care and support implementation of agency initiatives; 
    • Participate in risk management and development of recovery plans to address identified risk factors; and
    • Provide clinical services to a small caseload.

    ABOUT OUR FACILITY AND UNIT:
    WCMHN coordinates three local mental health authorities in Danbury, Waterbury and Torrington. WCMHN provides peer support programs, recovery services, supported employment, homeless services, residential, crisis response, jail diversion, outpatient, case management, Assertive Community Treatment (ACT) teams and young adult services. Collectively, WCMHN programs serve roughly 7,000 people annually.  The Torrington Area is under the umbrella of WCMHN and is responsible for the clinical, fiscal and administrative oversight of state-operated and contracted agencies providing mental health services in the northwest corner of Connecticut.  

    The YAS Program provides clinically appropriate, trauma-sensitive, recovery-oriented services to clients age 25 and under.  YAS provides an array of flexible age and developmentally appropriate services at varying levels of care to meet individuals’ individualized needs.  These services are multidisciplinary community-based services, which include individual therapy, group and family treatment, case management, psychosocial skill development and rehabilitative services.  Additionally, intensive outreach, proactive engagement, multidimensional support and independent living skill development are provided to individuals consistent with their level of development and functioning.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for providing supervision and direction of a clinical unit.

    EXAMPLES OF DUTIES

    Schedules, assigns and oversees work of staff; assists in developing unit goals and objectives; assists in recruitment, selection, training and development of staff; conducts performance evaluations; determines priorities and plans, coordinates and supervises unit activities; develops relationships with and acts as liaison to other operating units, agencies and outside officials, community representatives and customers; assists in mediating conflict impacting on service recipients; assists in ensuring staff ability to access and employ community resources; assists in integrating community resources into service planning and delivery; identifies barriers and assists in developing strategies and solutions for improving client care; prepares reports; may assist in developing performance standards; may prospectively review and monitor client care for clients to determine clinical necessity and effectiveness of care; may educate providers on principles of managed care and its impact on client care; may perform clinical direct care duties as needed; performs other related duties.

    KNOWLEDGE, SKILL AND ABILITY

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of professional health care experience in a psychiatric setting.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.

    Note: For State Employees the lead level is interpreted at the level of a Clinical Social Worker Associate for social work discipline, Head Nurse for the nursing discipline, an Associate Professional Counselor and an Associate Marriage and Family Therapist.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
    2. A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • Possess a current license as a Clinical Social Worker in the State of Connecticut.
    • Experience providing clinical and administrative supervision to a multi-disciplinary team with professional and paraprofessional staff, including licensed clinical social workers. 
    • Experience overseeing risk management in a fast-paced, high-energy work environment.
    • Experience ensuing complex clients having integrated services. 
    • Experience communicating with others by phone, email, and in-person.

    SPECIAL REQUIREMENTS

    1. Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, or as a Registered Professional Nurse in the State of Connecticut.
    2. Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.
    3. Incumbents in this class may be required to be bilingual or fluent in American Sign Language.
    4. Incumbents in this class may be required to travel.

    Incumbents in this class may be required to lift and restrain clients, may have significant exposure to communicable and/or infectious diseases and risk of injury and may be exposed to strongly disagreeable conditions.
