You will, guide, supervise, evaluate, and direct the staff and operations of the Grants Administration team, ensuring that DAS administered grants are in compliance with Federal and State law. You will be responsible for fiscal and program management, including overseeing the allocation of grant awards, monitoring fund distribution, and overseeing maintenance of related records and reporting. You will also implement best practices and develop policies and a grants strategy for full cycle grants management and technical assistance.
IN THIS ROLE YOU WILL BE RESPONSIBLE FOR:
- Design and manage the grants administration process, including developing and implementing grant compliance policies and procedures.
- Advise the team on legal compliance and grant objectives.
- Review grant budget and plan for overall grant allocations and disbursement.
- Ensure all grant deadlines are met and all monthly, quarterly, and year-end reports are submitted as required.
- Provide final reviews on grant submissions.
- Collaborate with internal and external partners and grantees to provide technical assistance on the grant program.
- Remain informed on all compliance requirements for federal grants administration.
- Fully utilize your advanced computer skills and demonstrate proficiency in the Microsoft Office Suite.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for directing program compliance evaluation and fiscal review for all grants and contracts administered by the agency.
EXAMPLES OF DUTIES
- Directs staff and operations of the section including program evaluation and fiscal review of grants and contracts administered by the department;
- Coordinates, plans and manages section activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of section budget;
- Maintains contacts with individuals within and outside of section who might impact program activities;
- Directs compliance and fiscal auditing of ongoing grants and contracts as well as review of new grants and contracts;
- Directs evaluation of grant programs to review effectiveness and determine appropriateness of subsequent funding;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of public administration and fiscal administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity over professional staff.
- Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.
- For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master’s degree in business administration, public administration or public health may be substituted for one (1) additional year of the General Experience.
- Experience overseeing federally funded grants.
- Experience managing budgets in excess of one million dollars.
- Program management experience.
- Experience with digital management systems.
- Experience meeting deadlines against competing priorities.
Incumbents in this class may be required to travel.
