OEDM is responsible for training and accrediting Building Code Enforcement and Fire Officials, providing code-related instruction for their continuing education, as well as to individuals in the allied trade and design professions. As such, OEDM performs all credentialing responsibilities - including training, testing, and records maintenance - for the Office of the State Building Inspector (OSBI) and the Office of State Fire Marshal (OSFM). OEDM also works with other government agencies, private utilities, multi-factor initiatives, and the trades communities to support high quality training offerings.
This Trainer (Fire Trainer) position is required to provide training for persons seeking to become Fire Investigators, Fire Code Inspectors, and/or Fire Marshals under OEDM's mandate to train, test, and credential fire officials (CGS 29-298).
DISCOVER THE OPPORTUNITY TO
- Teach the Fire Investigator and Fire Code Portions of OEDM's Pre-Certification programs leading to appointment as a Fire Marshal within the State of Connecticut
- Work with OSFM to ensure course and program content are up to date and align with any statements and code interpretations of that office
- Assist with test and item review to ensure examinations are relevant, accurate, and up to date
- Ensure the pre-certification program meets or exceeds national standards and is compliant with any requirements put forth by the national fire academy
- Work with professional organizations such as Connecticut Fire Marshals Association (CFMA) and International Association of Arson Investigators (IAAI) to ensure that our fire training programs meet the growing and changing needs of the fire community
- Monday - Friday
- Full-time (8 hours per day, 40 hours per week)
- First shift
- Location: 450 Columbus Boulevard in Hartford, CT
- Hybrid work environment (combination of on-site and remote work)

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for independently performing a full range of tasks in preparing and conducting training programs.
EXAMPLES OF DUTIES
- Prepares and conducts training courses;
- Assists in planning, developing, coordinating and evaluating comprehensive training programs;
- Conducts needs assessments;
- Develops course objectives, curricula, outlines and contents;
- Selects and develops training methods and materials;
- Researches learning material and resources;
- Monitors and evaluates training courses and participants progress;
- Provides technical assistance and consultation;
- Maintains records and prepares reports;
- Organizes and maintains a library of training materials;
- May conduct drills and exercises;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of technical experience in training, staff development, or adult education.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equalling one-half (1/2) year of experience to a maximum of four (4)
years for a Bachelor's degree.
- A Master's degree in a
closely related field may be substituted for one (1) additional year of the
- Successful completion of
a Connecticut Careers Trainee program approved by the Department of
Administrative Services may be substituted for the General Experience.
- Experience using the State Fire Codes in an enforcement or teaching capacity
- Experience as a Fire Marshal, Deputy Fire Marshal, or Code Enforcement Official
- Experience developing and delivering technical training programs
- Experience delivering live and online training programs
- Incumbents in this class
may be required to possess specialized certifications for designated positions
prior to appointment.
- Incumbents in this class
may be required to travel.
- Incumbents in this class
may be required to possess and retain a valid Motor Vehicle Operator’s license.
