The State of Connecticut, Department of Public Health (DPH) is seeking qualified individuals to join our team as a Nurse Consultants. These positions will help to support our Facility Licensing, and Investigations Section (FLIS) which is part of which the Healthcare Quality and Safety Branch. These positions are responsible for conducting on-site surveys of health care facilities, inspecting for compliance with federal and state laws and regulations. See below for additional information on this great opportunity!

Please Note: We are currently recruiting for nine vacancies, with anticipation of additional vacancies becoming available.

There may be opportunities for flexible/alternate work schedules and some telework in accordance with policies. Nurse Consultant (Facility Licensing and Investigations) positions may be required to travel and need to be flexible with their work schedule.

WHAT YOU'LL BE DOING:
  • Investigate complaints and unusual occurrences
  • Observe, assess, and evaluate quality of care, quality of life, and resident rights
  • Preparation of inspection reports, narrative reports, documentation for informal conferences, formal hearings, and court proceedings as needed, and may testify in court or at the Board of Examiners for Nursing relative to findings of inspections or investigations
  • Monitoring duties relative to non-compliant providers, monitoring of emergent situations in health care institutions and strike monitoring
  • Responsible for in-person visits to health care facilities to conduct the survey process
  • Provide information on regulatory requirements

The Facility Licensing and Investigations Section (FLIS) holds jurisdiction over the licensing and clinical care and services provided by Connecticut's healthcare institutions. FLIS licenses, tracks, investigates, and regulates over 1,900 licensed facilities. In partnership with the Centers for Medicare and Medicaid Services (CMS) FLIS is also responsible for the certification of certain institutions as required by federal law.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health, Facility Licensing and Investigation Section (FLIS) this class is accountable for applying professional nursing knowledge in the enforcement, inspection, licensure, consultation and implementation or assessment of the nursing service component of health care programs and facilities.

EXAMPLES OF DUTIES

  • Provides consultation to state licensed health care facilities and institutions and to unlicensed facilities to bring them into compliance with statutes, community institutions and individuals regarding planning, implementation and evaluation of nursing services, home health services and specialized problems in public health;
  • Performs on-site inspection surveys of health care or psychiatric facilities and provides consultation regarding licensure and certification laws, regulations and policies;
  • Evaluates quality of services rendered by facility;
  • Monitors facilities during strikes;
  • Prepares relevant federal and state forms and reports;
  • May testify in court relative to findings of inspections and/or investigations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • standards of care and service delivery in community based nursing agencies, licensed home health agencies, health care facilities and institutions;
    • relevant state and federal laws, statutes and regulations;
    • principles and practices of nursing care administration and education for a variety of specialties with varied settings;
    • principles and practices pertinent to community processes;
  • Knowledge of
    • state, federal and local health agencies and programs;
    • nursing education and skill in techniques of teaching;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • plan, implement and evaluate programs;
    • collect and analyze data.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience as a professional nurse in a position involving administration, consultation, education or supervision.

NOTE:
  • Administrative capacity is interpreted as having managerial responsibility in setting and implementing policies, carrying out program planning, and evaluating and coordinating special projects, etc. in the area specified in the appropriate parenthetical title. 
  • Consultative capacity is interpreted as the providing of professional expert nursing advice to other than subordinate staff on major programmatic issues in the area specified in the appropriate parenthetical title. 
  • Educational capacity is interpreted as experience in a full time professional educational position instructing professional nurses in a formalized program or teaching students in an undergraduate or graduate nursing program in the area specified in the appropriate parenthetical title.
  • Supervisory capacity is interpreted as having administrative supervision of registered nurses or other professional staff.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a public health nursing program, home health care agency, community health care setting, or in a hospital.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • A Bachelor's degree in nursing may be substituted for one (1) year of the General Experience.
  • A Master's degree in health services administration, nursing or public health may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience organizing data, evaluating, and analyzing proper care and treatment in accordance with federal and state laws and regulations and professional standards in healthcare
  • Experience with computerized data bases, including Microsoft Outlook and Microsoft Word
  • Experience documenting facts, findings, and outcomes
  • Experience independently interviewing consumers, health care providers and healthcare beneficiaries

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain a current license as a registered professional nurse in Connecticut.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
