The State of ConnecticutOffice of the Attorney General (OAG) was officially created by the Connecticut General Assembly in 1897.  The Connecticut Constitution and General Statutes authorize the Attorney General to represent the interests of the people of the State of Connecticut in all civil legal matters involving the state to protect the public interest, and to serve as legal counsel to all state agencies. 

We are recruiting for one (1) Legal Investigator position at our office located at 165 Capitol Avenue in Hartford, CT.  Note:  Periodic travel throughout CT will be required.

THE ROLE:
The Legal Investigator will be a part of the team that investigates cybersecurity events; data breaches; violations of laws relating to privacy; and safeguarding of personal information, including the recently enacted law concerning Personal Data Privacy and Online Monitoring.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the Attorney General, State Elections Enforcement Commission or Office of State Ethics, this class is accountable for conducting investigations and assisting in the preparation and presentation of criminal and civil actions.

EXAMPLES OF DUTIES

In the Office of the Attorney General, investigates civil and some criminal matters conducted by the legal staff; assists in the preparation and presentation of cases; makes detailed investigations of the circumstances, facts and conditions connected with complaints; searches land titles; conducts legal research; locates individuals; interviews witnesses, complainants, corporate executives and other individuals to obtain information; secures evidence in the form of statements, documents, records, exhibits and photographs; examines, audits and analyzes financial and other records of complex business transactions and corporate structures; researches and compiles economic data concerning industrial and commercial activities; prepares comprehensive reports; prepares affidavits; testifies at hearings and in court; performs related duties as required.
In the State Elections Enforcement Commission, coordinates and conducts State and municipal investigations for criminal and civil cases; coordinates and directs large-scale field investigations with State and local enforcement officials; conducts field investigations; interviews witnesses, complainants and other individuals to obtain information or evidence; obtains affidavits, subpoenas witnesses, gathers evidence and prepares comprehensive reports for use in administrative hearings and court proceedings; assists the State's Attorney's Office in preparing the State's case for trial; testifies at criminal proceedings; prepares and conducts cases for civil adjudication before the Commission or hearing officer; inspects voting machines election documents and reviews procedures on investigation of contested elections; maintains liaison with Federal, State and local officials and with members of the public and their attorneys; conducts legal research; provides technical assistance relating to campaign financing; performs related duties as required.
In the Office of State Ethics, coordinates and conducts investigations for civil and some criminal matters; coordinates and directs field investigations, often in conjunction with other State criminal and civil authorities; interviews witnesses, complainants, respondents and others; subpoenas witnesses; gathers and secures evidence in the form of affidavits, statements, documents, records, exhibits, photographs, electronic data and other media; examines, audits and analyzes financial and other records related to complex business transactions and extensive statutory filings; prepares comprehensive reports for use in administrative and court proceedings; assists other State civil and criminal authorities in preparing State cases for trial; testifies at administrative and civil proceedings for the agency and at other hearings upon request of other civil and criminal authorities; prepares and conducts cases for civil adjudication before Judge Trial Referees and the Office of State Ethics, subject to the Connecticut Rules of Evidence; maintains liaison with Federal, State and local officials and members of the public and their attorneys; conducts legal research; maintains confidentiality of statutorily confidential records; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state laws and regulations; considerable knowledge of investigatory methods and techniques; considerable knowledge of rules of evidence and legal processes; knowledge of common business practices; knowledge of financial accounting; considerable interviewing skills; considerable oral and written communication skills; considerable interpersonal skills; considerable ability to gather and interpret statistical and narrative data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of investigatory experience in law enforcement, insurance claims, or a closely related field.
NOTE: Investigatory experience is defined as employment primarily involved with systematically reviewing and searching written data and material, conducting personal interviews and performing surveillance of persons or events to gather information necessary to discover, identify and prosecute civil or criminal violations of the law.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in law enforcement, public safety administration, business administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public safety administration, criminal justice or a closely related field or a Law degree may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have:
  • A strong background and interest in new and emerging technology
  • Experience in data science and strategy; artificial intelligence and machine learning; 
  • Experience with technical strategies to effectively protect consumers; 
  • Experience monitoring technology markets;
  • Experience with techniques surrounding human-centered product design.  

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicles Operator’s license.
