The State of Connecticut, Department of Economic & Community Development (DECD), is now accepting applications for a Social Equity Manager-Outreach (State Program Manager) role within the newly created Social Equity Council (SEC) located in Hartford, CT.

About us: On June 22, 2021, Governor Ned Lamont signed legislation that legalizes and regulates the adult use of cannabis in Connecticut. The legislation made comprehensive changes to create a novel and substantial regulatory and economic development apparatus within government to operationalize the equitable and responsible legalization of adult-use cannabis. The law specifies numerous equity programs that will be overseen by the Social Equity Council (SEC) which will be funded by several cannabis-related revenue streams. 

Mission and Responsibilities of the Social Equity Council:
• The mission of SEC is to promote and encourage full participation in the cannabis industry by people disproportionately harmed by cannabis prohibition and enforcement, and to support broad-based economic development in those communities. SEC is led by an Executive Director and is overseen by a council comprising appointees by the legislature, Governor, and other elected officials. SEC is housed for administrative purposes only within DECD. 
• SEC is responsible for overseeing the verification of social equity applicants, as defined in law, creating new programs to support both cannabis businesses and businesses in other industries, and managing the more general community investments derived from cannabis tax revenue. SEC will work closely with multiple Connecticut agencies and partners, including DECD and DCP, to carry out its duties. 

The Social Equity Manager will: 
• Facilitate, and manage coordinating large public events, in person and virtually
• Set up and manage ZOOM meeting platforms
• Set up and manage TEAMS meeting platforms
• Set up and manage client data base 
• Manage/Update SEC Website 
• Maintains outreach schedule 
• Respond to SEC general mailbox inquires, as assigned 
• Coordinate and maintain all event materials
• Set up and manage all social media platforms (Twitter, Instagram, Facebook, Snapchat etc.) 

Position Highlights:
  • Full-time, 40 hours per week
  • Monday through Friday schedule

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, organizing and directing an agency program and/or project or directing the development and administration of programs within a division.  

SUPERVISION RECEIVED

Receives administrative direction from an administrative official of higher grade.  

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and/or operations of an agency program and/or project or division; 
  • Coordinates, plans and manages program and/or project activities;
  • Formulates goals and objectives; 
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;

  • Prepares or assists in preparation of budget;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must been in a consultative capacity with programmatic and administrative or project management responsibilities in the specific area of assignment. 

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.    

PREFERRED QUALIFICATIONS

  • Experience working with diverse stakeholders including community-based organizations, municipal leaders, elected officials in urban communities.
  • Experience analyzing poverty data that determines urban reinvestment strategies.
  • Experience managing investment projects.
  • Experience creating and using email platform (constant contact/mail chimp).
  • Experience formatting and designing quarterly/monthly newsletters.
  • Experience coordinating and organizing public events, in person and via ZOOM/TEAMS.
  • Experience maintaining and updating websites and social media content calendars.
