Introduction


The State of Connecticut, Department of Transportation (DOT), is now accepting applications for Transportation Materials Technician 3 positions within the Material Evaluation and Specification Unit (MESU), either at the Central Laboratory in Rocky Hill or any of the District satellite laboratories in Thomaston, Colchester, or New Haven CT. Based on the workload, the successful candidate(s) may be required to work or support multiple locations and multiple areas of the laboratories.

THE ROLE
As assigned by a supervisor, areas include but are not limited to: 
  • Performing a full range of duties required to ensure the operation of the area assigned
  • Concrete fabrication specifications
  • Inspection and documentation issues
  • Physical testing of Portland cement concrete
  • Physical testing and documentation review of steel components and hardware
  • District satellite laboratories and covering other than primary areas
  • Retrieve, handle, and test samples 
  • Assist higher level employees with revisions to the processes, review and implementation of software platform(s) needed for MESU activities 
  • Assist higher level employees in maintaining laboratory accreditation and monitoring compliance, analyzing producer-level test results, and interpreting/recommending revisions to contract specifications
  • Assist higher level employees in administering task-order consultant contract for seasonal and specialized inspections
  • Performs related duties as required

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Division of Materials Testing this class is accountable for acting as a working lead and/or for performing the most complex tasks in materials testing field and laboratory inspections, including inspections of bituminous plants, and chemical or physical testing and analysis of construction, maintenance, and other materials.

EXAMPLES OF DUTIES

WORKING LEAD: As assigned by the supervisor: may distribute, prioritize, oversee and review work of a field or central laboratory staff; may provide staff training and assistance; may conduct or assist in conducting performance evaluations; may act as liaison with operating units, agencies, consultant staffs or other outside officials such as construction personnel, vendors and producers regarding laboratory policies and procedures and/or problems with materials; may recommend policies and standards; may prepare reports and correspondence of tests and analyses including graphs; performs related duties as required.

ADVANCED WORKING LEVEL: Prepares recommendations regarding suitability of materials used in construction or maintenance of transportation systems; establishes and maintains procedures; performs assurance sampling and material inspections and testing; assists in directing research on new materials or modification of old materials; may make recommendations concerning product certification in meeting specific contract specifications; may witness welder certification tests; may assist in the purchasing of instrumentation; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of physical and/or chemical properties, specifications, and uses of construction materials; considerable knowledge of principles and practices prescribed by the American Society for Testing Materials, the American Association of State Highway and Transportation Officials, and the federal government for chemical and physical testing of transportation construction and maintenance materials; considerable skills in performing calculations; considerable oral and written communication skills; interpersonal skills; considerable ability to perform chemical and/or physical tests and analyses; ability to calibrate equipment and standardize reagents; ability to utilize computer software; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the chemical and/or physical analysis of transportation construction or maintenance materials, including independent performance of tests such as extraction gradation, slump and air content for cement, and concrete cylinder tests.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in natural sciences, construction technology, civil engineering or other related fields may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience leading a team of technicians to manage testing material samples, related documentation and certifications
  • Experience working cooperatively to assist various areas of the organization and consultants related to material specifications and testing
  • Experience managing varying workload to maintain expected production levels
  • Experience with standards for the testing or inspection of construction of materials such as those developed and maintained by the American Welding Society
  • Experience with standards for the testing or inspection of construction of materials such as those developed and maintained by the Association of Materials Protection and Performance (formerly NACE/SSPC)
  • Experience with standards for the testing or inspection of construction of materials such as those developed and maintained by the American Association of State Highway and Transportation Officials (AASHTO)
  • Experience reviewing and recommending actions regarding technical documents and correspondence related to fabrication inspection, such as for precast concrete and structural steel
  • Experience with managing personal services or task order contracts
  • Experience using enterprise applications such as Microsoft Office 365 and a computer network for file storage and retrieval
  • Experience providing guidance to coworkers and other CTDOT representatives related to materials and testing

SPECIAL REQUIREMENTS

1. NUCLEAR DENSITY UNIT: Incumbents in this class may serve as the Department's Radiation Safety Officer and be designated to hold a United States Nuclear Regulatory Commission license.
2. STRUCTURAL STEEL FABRICATION SECTION: Incumbents in this class may be required to possess a Certified Welding Inspector Certificate and/or Nondestructive Testing Level III Certification in accordance with procedures set forth by the American Welding Society for nondestructive testing.
3. Incumbents in this class may be required to travel.
4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury due to toxic fumes, chemicals, dust, or heavy machinery or equipment; may occasionally be required to lift heavy objects; may be exposed to environmental conditions such as noise or heavy traffic.
